MINUTES OF MONTHLY MEETING
August 6, 2018
The Board of Directors of Buena Vista Lakes Maintenance Association met August 6, 2018; at 7:00 p.m. Ned Plunk called
the meeting to order and Larry Moore led the assembly in prayer.
A roll call of board members was requested. Present were: Ned Plunk, Donna Depukat, Kathy Fink, Yvonne Chaney,
Barbara Campbell, Jo Ann Yager, Diane Barber, and Secretary-treasurer Christy Chavez. A quorum was established.
Association members present were: Brian McGregor, Theresa Walters, Steve Shifflett, Dodie Shifflett, Dorothy Brown,
Leonard Wentworth, Teri Rowell, Jack Rowell, Sondra Raley, Richard Chaney, Richard Gatlin, Martha James, Gail Smith,
Janice Burchett, Linda Babb, Vicki Moore, Donna Miller, Chris Hays, John Moultrie, Tracy White, Larry and Karen
Moore.
MINUTES: The Minutes of the Monthly Meeting of July 2, 2018 were reviewed by the directors. Motion was made to
accept the minutes as presented. The motion was seconded and passed unanimously.
FINANCIAL REPORTS: The Monthly Financial Statement of July 2, 2018 was reviewed. The motion was made, to
accept the financials with no changes. The motion was seconded and passed unanimously.
Nomination:
Donna Depukat made the motion to have Steve Shifflett serve as the Lakes and Dams Director, Barbara Campbell seconded
the motion. The motion passed 6-0. Mr. Shifflett stepped up as the Lakes and Dams Director.
Recreation: Pool, Ballfield, Playground:

No report.
Pool
Kathy Fink reported that since initiating the pool security button check the pool is a treat to clean.
Donna Depukat stated that most people come in and when you explain that you are checking buttons, the individual will
present them or leave and go get them without any complaints.
Kathy Fink requested the board’s approval to go over budget and purchase approximately $250.00 worth of chemicals
for the pool in addition to having Leslie’s pool to close the pool for a fee of 250.00. Barbara Campbell made the motion
to allow for the expense of chemicals and have Leslie’s close the pool so that the liability of the pool cover would be on
the pool service and not that of a volunteer, Ms. Barber seconded the motion. The motion passed 7-0.
There was concern over a report of an unauthorized pool key being made and given out. The board agreed to change the
locks to the pool and the clubhouse. Donna Depukat agreed to obtain bids on changing the locks and to explore the cost
of a keypad lock where the code could be changed as deemed necessary.
Maintenance: Lakes & Dams & Mowing:
Lakes & Dams
Steve Shifflett went over the requirements as outlined by the MDEQ (Mississippi Department of Environmental
Quality) letter.
An agreement was made with MDEQ that Buena Vista Lakes would put $10,000-$15,000 per year into a savings
account for the replacement of the spillways, a plan will be established to replace the spillways and make necessary
repairs, a consistent long-term Lakes and Dams committee will be put into place to oversee repairs and to act as a point
of contact for engineer and MDEQ.
Donna Depukat made the motion to recognize the Lakes and Dams Chair with Steve Shifflett and Teri Rowell to serve
on the committee as mandated by MDEQ. Kathy Fink seconded the motion. The motion passed 7-0.
Steve Shifflett made the motion to place $10,000-$15,000 in a Lakes & Dams savings account every year as agreed
upon with MDEQ, Yvonne Chaney seconded the motion. The motion passed 7-0.
Steve Shifflett voiced complaints affecting BVL access property including hard rains that floods road and washes gravel
into the boat ramp, water depth to launch pontoon boats off trailer, and creating a silt basin to catch silt. Donna Depukatmade the motion to allow Steve Shifflett to obtain bids for needed work, Jo Ann Yager seconded the motion. The
motion passed 7-0.
A request was made by a resident for silt to be removed at his cove. It was agreed that at this time the spillways and
common areas take precedence and that the resident’s request could be considered as a future project.
Mowing
No report.
Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:
Orange Book
Teri Rowell read the proposed Annual Meeting Orange Book changes. (See attached)
Beautification
Yvonne Chaney reported that six (6) areas A, B, C, D, E and clubhouse were cleaned up. Six individuals were contacted
and asked to give a bid, three (3) did not reply, one (1) individual declined to place a bid, two (2) individuals placed a
bid. The lower bid of $4,163.60 was accepted.
At the time of the clean-up there was (3) three dead trees noted. A request was made to take out the three (3) dead trees,
the sweet gumballs trees around the clubhouse, clean up the overgrown and dead vegetation area at the front entrance
sign and dig up and pack the dirt at Bob White. There has been one (1) bid turned in, it was agreed that two (2) more
bids be attempted.
Two (2) beautification letters were sent out and both individuals complied.
Permits
Ms. Depukat reported one (1) request for a new home. A permit was obtained through the county due to a variance in
property lines. Donna Depukat made the motion to grant the permit, Kathy Fink seconded the motion. The motion
passed 7-0.

Greeter
Ms. Campbell reported visiting with four (4) new families.
Clubhouse:
Jo Ann Yager reported one new rental. $133.55 was spent on light bulbs, air-conditioner filters, liners, paint, paper
towels, brushes, and glass.
Diane Barber reported on the air conditioner maintenance bids:
B&L Heating, Timmy Garner 267.50 bi-annual
Eldridge Service 180.00f or cleaning & Inspection 10.00 per filter
Eldridge said that they unit did not need cleaning, however the condenser could use a rinse, even
though there were leaves and dirt in the unit.
Jerry Smith Heating & Air 428.00 bi-annual
Jo Ann Yager made the motion to go with B & L, Diane Barber seconded the motion. The motion passed 7-0.
Finance:
There are currently 54 unpaid lots.
Neighborhood Watch:
Due to the third absence of the neighborhood watch chair and pool chair Chuck Scott it was agreed that Ned Plunk
would contact Mr. Scott to see if he wants to continue serving on the board.

Ladies Club:
The Ladies Club declined overseeing the writing and publishing of a Buena Vista Lakes Newsletter.
The Annual Ladies Club Fall Dinner will be September 8, 2018.
The motion was made and seconded to adjourn the meeting at 9:23 p.m.
