MINUTES OF MONTHLY MEETING
December 9, 2019
The Board of Directors of Buena Vista Lakes Maintenance Association met December 9, 2019; at 7:00 p.m. Ned
Plunk called the meeting to order and Larry Wilson led the assembly in prayer.
A roll call of board members was requested. Present were: Ned Plunk, Richard Gatlin, Billy St.Cin, Larry
Wilson, Diane Barber, Al Pethel, Vicki Moore, Steve Shifflett and Secretary-treasurer Christy Chavez. A
quorum was established.
Association members present were: Donna Miller, Donny Plunk, Janice Burchett, and Rosalie Costello.
MINUTES: The Minutes of the Monthly Meeting of November 4, 2019 were reviewed by the directors. A
motion was made to accept the minutes as presented, seconded and passed unanimously.
FINANCIAL REPORTS: The Monthly Financial Statement of October and November was reviewed. The
motion was made, to accept the financials with no changes. The motion was seconded and passed unanimously.
Finance:
Ms. Rowell emailed her report regarding her findings on the BVL Charter. A thorough search of DeSoto
County public records was conducted and it was found that a BVL Charter had not been recorded in DeSoto
County. It is of record, as required, with the Mississippi Secretary of State’s office. If the board chooses a
certified copy can be presented and recorded in DeSoto County. The recording fee in DeSoto County would
be around $10.00. Mr. St.Cin made the motion to table the decision on having the charter recorded in DeSoto
County until Ms. Rowell could give more information, Mr. Gatlin seconded the motion. The motion passed
6-1.
There are currently no restrictions on limiting or prohibiting renting of property in Mississippi per the BVL
attorney. Mr. Gatlin made the motion to table any decision on rental property until Ms. Rowell could give
more information, Mr. Shifflett seconded the motion. The motion passed 6-1.
Neighborhood Watch:
Mr. Gatlin gave an update on the recent vehicle burglaries.
Mr. St.Cin reported that Ms. Moore had purchased a new security system to help protect BVL residents.

Recreation: Pool, Ballfield, Playground:

Ms. Barber had nothing new to report.
Pool
Mr. Wilson had nothing new to report.
Clubhouse:
Ms. Wilson reported 2 rentals with 2 upcoming rentals and 2 rentals scheduled for January.
Mr. Shifflett reported that after a thorough inspection of the clubhouse roof and pipes no leaks were found.
Mr. Shifflett agreed to be the clubhouse chair, the Ladies Club agreed to assist Mr. Shifflett in overseeing the
rentals of the clubhouse. The board voted 7-0 for Mr. Shifflett to chair the clubhouse and the Ladies Club to
assist with the rentals.Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Beautification:
Mr. Pethel reported 2 properties with excessive weeds, 1 property with excessive clutter, 1 property in disrepair
and neglect, and 2 derelict properties.

Maintenance: Lakes & Dams & Mowing:
Lakes & Dams
Mr. Shifflett reported that he cleaned up debris and finished placing the railroad ties along the boat
ramp access area.
The holes that were drilled on spillway #1and #2 were marked and filled by Mr. Burkhart.
Mr. Burkhart and Mr. Shifflett drilled holes on spillway #3 and Mr. Wilson used a camera to look
for voids. Some water was found to be coming under the road and some voids were found. The
water looks to be coming from the cracks and joints in the spillway and the majority of the voids
appear to be small.
Mr. Shifflett made the suggestion to turn the pumps off as cost saving efforts. It was agreed that
more information be obtained before a final decision be made.
Mr. Shifflett made the suggestion that streetlights not on common property and streetlights not in
vital areas be turned off as cost saving efforts.
Ladies Club

The motion was made and seconded to adjourn the meeting at 9:32 p.m.
