MINUTES OF MONTHLY MEETING

June 3, 2019

The Board of Directors of Buena Vista Lakes Maintenance Association met June 3, 2019; at 7:00 p.m. Ned

Plunk called the meeting to order and Larry Moore led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Teri Rowell, Richard Gatlin, Kathy Fink,

Jo Ann Yager, Yvonne Chaney, Theresa Walters, Vicki Moore, Barbara Campbell, Larry Moore, Steve Shifflett,

and Secretary-treasurer Christy Chavez. A quorum was established.

Association members present were: Dick Chaney, Al Pethel, Pamela Jones, Janice Burchett, Linda Babb, Joan

Hollis, Rosalie Costello, Shirley Anderson, Sonia Hayes, Sondra Raley. and Gail Smith.

MINUTES: The Minutes of the Monthly Meeting of May 6, 2019 were reviewed by the directors. Motion was

made to accept the minutes as presented. The motion was seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of May was reviewed. The motion was made, to

accept the financials with no changes. The motion was seconded and passed unanimously.

Sheriff Rasco: Sheriff Rasco spoke with residents regarding issues affecting Buena Vista Lakes. Sheriff

Rasco explained that individuals breaking Buena Vista Lakes Orange Book By-laws, Standing Rules as well as

county and state ordinances and laws can contact the DeSoto County Sheriff’s Department and that any resident

can fill out an affidavit against the offender. The first encounter would result in a warning and the second

encounter would result in the individual being detained. Pictures of the violator(s) can be taken to use as

supporting evidence. Sheriff Rasco agreed to periodically set up a mobile speed enforcement device to assist in

combating the speeding issues. It was suggested by Sheriff Rasco to remove the verbiage regarding Buena Vista

Lakes Security being deputized. Another suggestion made is to erect a sign stating, “No unauthorized parking”.

Finance:

 Ms. Rowell gave an update on collections:

 Lot — – Continuing to work on getting service of process.

 June 17th obtained seven judgements.

 Mr. Shifflett made the motion to proceed with foreclosing on vacant lots, Ms. Moore seconded the motion.

The motion passed 9-0. Ms. Rowell explained that there would be attorney fees and court costs incurred for

the foreclosures.

Neighborhood Watch:

 Mr. Plunk presented a resignation letter from Mr.Willey.

 Mr. Gatlin reported that there were a couple of individuals fishing without current buttons.

 Ms. Rowell made the motion that a button be placed on the dash of the vehicle of any individual(s) fishing so

that security can quickly identify authorized individuals. Ms. Moore seconded the motion, motion passed 6-

3. It was agreed that a note making individuals aware of the new standing-rule be placed under the

windshield of any vehicles parked in fishing areas. Ms. Moore agreed to construct the notice and Ms.

Campbell agreed to place a notice on the front entrance sign.

Playground & Ballfield:

 No report.

Pool

 Ms. Fink reported that the work party was a success.

 Ms. Fink thanked Mr. Willey who donated and cooked for the work party, Ms. Gail Smith in the painting of

the pool chairs and the repair of a pool chair.

 Ms. Kathy reported issues with pool furniture being abused and broken, drinking, gum, and food in the pool

area.

 Currently the sheriff’s department is investigating a break-in of the pool that occurred on Sunday night.

 It was reported that Sheriff Rasco informed Ms. Fink that if she felt uncomfortable approaching any

individual violating BVL rules that she could contact the sheriff’s department and they would intervene on

her behalf.

 Mr. Shifflett made the motion that security motion sensor lights be looked at to put up around the pool for

security measures, Ms. Chaney seconded the motion. The motion passed 9-0.

Clubhouse:

 Clubhouse reported 4 rentals.

 The air conditioner filters were replaced.

Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

 Ms. Chaney reminded board members and residents that according to Robert’s Rules of Order all questions

are to be addressed to the president.

Beautification:

 Ms. Walters reported sending out 8 letters.

Permits

 Ms. Moore presented a permit request for a 900’ garage. The board approved the permit 7-2 (the two

individuals abstained from the vote).

 A request for a new deck on Green Duck was requested. The board approved the permit 9-0.

 A request for a new home build on White Goose was requested. The board approved the permit 7-0.

Greeter

 Ms. Campbell reported visiting with five families.

Mowing

 Mr. Moore reported that he had spoken with David Woolever regarding some mowing concerns.

Maintenance: Lakes & Dams & Mowing:

Lakes & Dams

 Steve Shifflett reported on the following items:

 Thanks to Steve Pionk for cutting down trees at the bottom of spillway #1 and cutting up and

clearing out old cross ties.

 Spoke with residents on May 18th regarding the needs of the lakes and dams.

 Treated for fire ants around the pool.

 Spoke with Larry Moore regarding missed mowing areas.

 Met with Hal Moore to discuss “Ick” found on minnows.

 Larry Gatlin assisted with trimming back crepe myrtle trees that surround the boat dock light pole.

 Entergy was contacted and the streetlight moved so that it illuminated the boat dock area better. Larry Moore assisted in cutting back the new growth of trees at spillway #4. The stumps were then

sprayed with Roundup. The area was then treated for fire ants.

 Larry Moore assisted with cutting down a tree, trimming back some limbs and moving them to the

road for pickup. The area was then sprayed with roundup and treated with fire ants. .

 New 4-wheeler tracks were found at the northwest corner of the dam. This is the same area where

the resident has been warned about on two previous occasions.

 Trash was cleaned up on dams #1, #2 and #4.

 Treatment for fire ants was conducted on #2 dam.

4th of July:

 Mr. Plunk asked the board to assist with grilling at the 4th of July festivities.

The motion was made and seconded to adjourn the meeting at 9:11 p.m.
