April Reports for May 4, 2020 Board Meeting

Finance:

 Ms. Rowell reported we are still at a standstill for court procedures due to shut down.

 Mr. Pethtel posed the following question to finance: I would like to know about being reimbursed for the

Certified/Return Signature notices I will be sending

Ms. Rowell proposed the following: I do not believe we voted to send the initial beautification letters by certified,

return receipt requested, as I do not think we have the budget for this. ($7.00 per letter for 10 letters would be

$70.00, 20 letters $140.00.) The procedure we have used most recently, and what I recommend, is that Al send our

form notice letters by regular mail to all violators indicating the issue, i.e. travel trailer parked in front yard, falling

down porch, etc. giving them 2 weeks to correct the issue. Then if no action after 2 weeks, we will have picked out

the worst 3 cases and Al would send those 3 pictures and copies of these notice letter to Benny Hopkins at the

County by certified, return receipt requested with a cover letter stating that we would like the county to take action

in getting these 3 issues resolved. A copy of all of that (letter notices with pictures and copy of letter to Benny

Hopkins) should also be sent to Michael Lee by regular mail or by e-mail. It is the county’s responsibility, and also

stated in the litter ordinance that it is their responsibility, to take care of these violations. Then we can proceed to

the next 3 worst cases after those other 3 are taken care of or on the way to being taken care of by the county. I

recommend that Al bring addresses and pictures to the meeting of the letters he intends to send and we can pick out

the worst 3 to send to the county if no action is taken within 2 weeks.

Neighborhood Watch:

 Mr. Gatlin reported two (2) ambulance calls (a resident passing and a resident suffering from chest pains), one drug

bust, and two (2) residents made to leave for no buttons.

 Mr. Pethel reported:

 There has been a great deal of cleanup and repair going on in the neighborhood during the quarantine.

 8870 Bob White looks like it is making progress as far as repairs and cleanliness.

 8838 Bob White (next door to 8870) has undergone a noticeable upgrade, also. They were done at about the same time.

 I have a list of four (4) properties that will be notified about code violations. I’ll list them after they are served notices.

 The new brick entrance sign is beautiful!!!

 Spillway #2 has had a lot of visitors, which means a lot of cars parked on it. Be safe and keep an extra eye out for any neighbors that may need help, and we do have some new neighbors!

April 6, 2020 Minutes

The Board of Directors of Buena Vista Lakes Maintenance Association corresponded through text on April 6, 2020; at

7:00 p.m. Ned Plunk called the meeting to order and a text prayer was sent out through email along with last month’s

minute, financials and current director’s reports (find attached).

A roll call of board members was requested. Present were: Ned Plunk, Teri Rowell, Richard Gatlin, Steve Shifflett,

Larry Wilson, Al Pethtel, Billy St. Cin, Vicki Moore, Diane Barber, Larry Moore, and Secretary-treasurer Christy

Chavez. A quorum was established.

MINUTES: The Minutes of the Monthly Meeting of March 2, 2020 were reviewed by the directors. A motion was

made to accept the minutes, seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of March was reviewed. The motion was made, to accept

the financials with no changes. The motion was seconded and passed unanimously.

Finance:

 No report.

Neighborhood Watch:

 Mr. Gatlin see attached.

 Ms. Moore made a motion to purchase another camera system. Teri Rowell amended the motion to allow

for the purchase of an additional security system within current budget and for that system be placed at the

clubhouse and pool area. The motion was seconded and passed 9-0.

 Ms. Moore reported 1 call:

 The only call for the month of March was an accident on Green Duck Dr. Resident Keith Max’s automobile

went into Thunderbird Lake. BVL may have to make a complainant with DeSoto County Sheriff’s

Department to request repairs of the lake through his insurance if possible and/or necessary.

Pool

 Mr. Wilson reported that he would be working on the pool area during the upcoming weekend

 Discussion was made on when to open the pool, Ms. Barber made the motion to table discussions until the

May meeting. Motion was seconded and passed 9-0

 Mr. Pethtel reported:

o 8870 Bobwhite is undergoing a massive cleanup, noting that repairs, etc., are in progress. The rental property is

a concern, and, the process of notification will move forward.

o 1237 Thunderbird has made a lot of progress in the repair and cleanup phase. It’s a marked improvement.

o 794 Chickadee Lot #306 or #307, no change.

o 8721 Bobwhite Drive is now listed for sale. I have not been in contact with the owners.

o 635 S. Thunderbird will be notified about code violations.

o 8936 Black Panther looks to be vacant. Will monitor.

o 1157 Thunderbird has been undergoing a major remodel/upgrade. Looking good!

o There is still a great deal of cleanup and repair going on in the community, especially in roofing repairs and

replacement. It’s now the season for mowing and cleaning up the usual Spring debris. What fun, huh?

o The brick structure at the entrance is taking form, but again, progress has been impeded by weather, and health

issues.

o I did venture out to Spillway #2 the night a vehicle; unfortunately, found its way into the lake. By the time I got

there Law Enforcement had the situation under control.

o When I send any notices to properties, (as was explained to me by Michael Lee, each letter that needs to be

sent should be certified. Who do I direct expenditure receipts to you for reimbursement?

o Be safe and keep an extra eye out for any neighbors that may need help.

Mowing

 Mr. Moore spoke with David Woolever regarding the first cutting of the common grounds. The original

first cutting had been scheduled to take place prior to the Community Pot-Luck Dinner on April 4th, but

since it has been cancelled, and due to the fact that Mr. Moore felt the need to postpone the first cutting if

possible, the first mowing will take place the week prior to Easter Sunday on April 11th.

Maintenance: Lakes & Dams & Mowing:

 Mr. Shifflett reported that Mr. Wilson (lakes and dams engineer) is requiring BVL to pump concrete under

the dams to fill the voids and use coffer dams. Each coffer dam is estimated to cost $7,000. Once that work

is completed the cracks and joints on top will need to be grinded down in order to get all the tar out so that

the new material will adhere and then sealed. The materials that is known up to this point is guaranteed 3-5

years and will have to be redone, however Mr. Wilson brought a rep from Madison with a material that is

approved by MDOT for roads, bridges and spillways that goes under the spillway and will not have to seal

the joints and cracks ever again.

 Mr. Shifflett reported that the Mr. Wilson’s cost for developing the plans to repair #1 and #2 would be

between $2,500 and $3,000 (depending on time spent). The completed plans would be sent to the state for

approval. The same plans could be used for #3. The plans would also be used to generate a quote for the

recommended material to go under the spillways and seal the joints and cracks.

 Mr. Shifflett reported that in order for Mr. Wilson to complete the plans dimensions of the concrete facing

the lake would have to be taken and warmer weather is needed first.

Mowing Mr. Moore made the motion to suspend late fees for one month for those owing 1 year fees and showing

hardship. The motion was seconded and passed 8-0.

The motion was made and seconded to adjourn the meeting at 8:49 p.m.
