June 1, 2020

The Board of Directors of Buena Vista Lakes Maintenance Association met June 1, 2020; at 7:00 p.m. Ned Plunk called

the meeting to order and Larry Wilson led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Teri Rowell, Richard Gatlin, Larry Wilson, Diane

Barber, Steve Shifflett, Al Pethtel, Vicki Moore, Barbara Campbell, Larry Moore, and Secretary-treasurer Christy

Chavez. A quorum was established.

Association members present were: Peyton Nienaber, Karen Moore, Donna Miller, Kyle and Leigh Cornish.

MINUTES: The Minutes of the Monthly Meeting of May 4, 2020, were reviewed by the directors. A motion was made

to accept the minutes, seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of May was reviewed. The motion was made to accept the

financials with no changes. The motion was seconded and passed unanimously.

Finance:

 No report from the attorney due to COVID-19.

Neighborhood Watch:

 Ms. Moore reported the following calls:

 5 ambulance

 1 issue no buttons

 Mr. Shifflett made the motion to hire off duty sheriff’s deputies, Mr. Gatlin seconded the motion. Mr.

Shifflett amended the motion to look into the budget for the upcoming 2021 year so that off duty deputies

could be hired for additional security needs. Motion was seconded and passed 8-1 with the 1 vote abstaining.

 Mr. Shifflett made the motion for committee members to pair up and conduct security checks, assisting

security officer Richard Gatlin. Motion was seconded and passed 8-1 with the 1 vote abstaining.

Recreation: Pool, Ballfield, Playground:

Playground & Ballfield:

 Ms. Barber reported that she would speak to the ladies at the next Ladies Club meeting regarding the needed

repair of the playground slides.

Pool

 Mr. Wilson reported that he had completed the needed repairs on the pool restroom, pool shed, and needed

pool repairs. Mr. Wilson made the motion that he be reimbursed the $796.99 that was spent on repair

supplies. The motion was seconded and passed 9-0.

 It was agreed that state guidelines would be followed and that two (2) months’ worth of chemicals is to be

purchased at a time.

Clubhouse:

 Mr. Shifflett reported no rentals due to the coronavirus. Clubhouse security check was performed due to a report of the security light having been turned off.

 Mimosa tree was removed with the assistance of Mr. Gatlin

 Met with DeSoto County Fire Marshall so that safety recommendations could be made.

 Ms. Campbell made the motion to continue allowing the food trucks to come into BVL once a week since

COVID-19 had put such a strain on residents, especially the elderly. Ms. Moore seconded the motion, the

motion passed 9-0.

Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Orange Book

 No report.

Beautification:

 Mr. Pethtel reported that 5 citation letters were been mailed out during May. Three out of the six properties

reported in April corrected their violation.

Permits

 Ms. Moore reported two fence permit requests. Ms. Rowell made the motion to approve the fence permit for

lot 325 as presented and according to Orange Book and DeSoto County Ordinances, Mr. Shifflett seconded

the motion. The motion passed 9-0.

 Mr. Wilson made the motion to approve the fence permit for the Wages as presented and according to

Orange Book and DeSoto County Ordinances, Ms. Rowell seconded the motion. The motion passed 9-0.

Greeter

 Ms. Campbell reported visiting with 3 families.

Mowing

 Mr. Moore reported that the mowing is going well and that the they are working on reclaiming some of the

common areas that are overgrown.

Maintenance: Lakes & Dams & Mowing:

Lakes & Dams

 Mr. Shifflett reported that Mr. Pionk assisted with work on the lakes and dams.

 The culvert at spillway #1 requires cleaning out.

 Ways to prevent errosion is being explored.

 Mr. Shifflett reported:

 Cleanup of boat ramp and culverts

 Took pictures of problem culvert area and sent to Mr. Lee

 Met with Robert Jarmin, DeSoto County Road Supervisor regarding culvert and sunken road areas

 Attended button day to answer any questions that residents might have regarding the lakes & dams

 Worked on the state required lakes and dams forms

 Stopped individuals from swimming in the lakes

 Cleaned up pier of derelict fishing line and hooks

 Mr. Gatlin assisted in picking up all the bags of trash that had been cleaned up

 Mr. Donnie Plunk Richard Gatlin, and Larry Moore assisted in filling ruts

COVID-19

 Ms. Rowell reported on the new state recommendations on COVID-19 safety

 Up to 50 people with social distances being observed, families can be together

 Six-foot social distancing should be marked as a point of reference Accessible hand sanitizing station

 Open or touchless trashcan

 Shared furniture should be sanitized after use or removed

 Face masks should be worn at all times other than when swimming in the pool

 Handrails, doorknobs and other shared fixtures should be sanitized hourly

 If the number of individuals are at capacity, a system of rotation along with an appropriate timeframe of

usage should be implemented

 Schedule of pool usage

 No sharing of pool toys

 Only locals in pool

Ms. Rowell explained that the goal of following the state recommended guidelines is to protect residents and the

association as a whole. Ms. Rowell moved that until the guidelines are followed the pool should not be opened.

 Mr. Wilson reported that the capacity for the BVL pool is 65-85 people.

 Mr. Rowell made the motion that

o Signs be posted limiting the pool to no more than 50 individuals at a time

o More diligence be made with button checks

o Signs posted instructing individuals how to properly wash hands in addition to washing hands more

frequently

o BVL pool furniture would be removed

o Handrails, gate, and any permanently affixed furniture would be sanitized regularly

o Tape be placed every 6’ apart reflecting proper social distancing.

 Mr. Wilson amended the motion to not placing tape around the pool due to the moisture and tape not typically

wanting to adhere to concrete and posing an issue if the loose tape gets into the pool skimmer baskets.

 Ms. Rowell seconded the motion, the motion passed 8-1 with 1 vote abstaining.

The motion was made and seconded to adjourn the meeting at 9:24 p.m.
