March 1, 2021

The Board of Directors of Buena Vista Lakes Maintenance Association met January 4, 2021; at 7:00 p.m. Ned Plunk

called the meeting to order and Larry Moore led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Teri Rowell, Richard Gatlin, Larry Wilson,

Donny Plunk, Ann Plunk, Vicki Moore, Barbara Campbell Larry Moore, Steve Shifflett, Alex Waugh, and Secretary-

treasurer Christy Chavez. A quorum was established.

Association members present were: Amanda Thompson, Kimberly Wood and Janice Burchette.

MINUTES: The Minutes of the Monthly Meeting of January 4, 2021, were reviewed by the directors. A motion was

made to accept the minutes, seconded, and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of January was reviewed. The motion was made to accept

the financials with no changes. The motion was seconded and passed unanimously.

Board Appointments: Ms. Ann Plunk made the motion that Kimberly Wood assist by serving as Security &

Beautification chair, the motion was seconded by Vicki Moore. Motion passed 10-0.

Finance:

 Ms. Rowell reported the foreclosure on XXX is in progress. Currently the process of serving the property

owner is being confirmed. Ms. Rowell agreed to report her findings back to the board.

 Ms. Rowell reported that the current plus one delinquent accounts are at a historic low.

 Mr. Ned Plunk asked the board to begin preparing committee budgets for the annual Meeting. The board

agreed that a better job of informing residents must be fostered as often times misinformation is circulated.

Due to the current state requirements for the spillways it was suggested that if an increase is not obtained, the

closure of some amenities might be helpful in securing additional funds for required maintenance. Ms.

Moore suggested forming an informational committee that would educate residents on the necessity of a dues

increase. The board agreed unanimously in favor of Ms. Moore’s suggestion. Mr. Moore offered to assist Ms.

Moore on the project.

 Ms. Rowell agreed to research the specifics regarding the yearly budget.

Neighborhood Watch:

 Mr. Gatlin reported one incident of atv tracks on the levees.

 Ms. Vicki Moore reported (2) two calls in January to the DeSoto County Sheriff’s Department; (1) one call

for a suspicious person, (1) one abandoned vehicle, vehicle was towed. Eight calls were made in February to

the DeSoto County Sheriff’s Department (1) one dispute between landlord & tenant, (1) one juvenile

complaint, (1) one vehicle accident, (1) one reckless diver, (1) one disturbance involving family member, (1)

one discharge of firearm and (1) one vehicle accident involving a mailbox.

 Residents are reminded to take video and/or picture proof when an unlawful act is taking place.

 Ms. Plunk reported the following on the Flock Security System: Plan 1 includes (1) Falcon camera with a (2)

two year contract for a fee of $2,500, plan 2 includes (1) Falcon camera, (1) one Sparrow camera with a (2)

two year contract for a fee of $4,000. Ms. Rowell agreed to work on the budget to see what could be to see

what could be worked in the budget. Non-emergency security calls & concerns can be made to DeSoto County Sheriff’s Department at

Recreation (Pool, Ballfield & Playground):

 Mr. Wilson had nothing new to report.

Clubhouse:

 Mr. Plunk reported clubhouse repairs due to a heating outage due to a lost board, a rip in the central unit duct

work and a bad wire in the thermostat. The repairs were successfully completed and the unit is up and

running with no issues.

Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Orange Book

 Ms. Ann Plunk reported that she has the President’s email set up and active.

Beautification:

 Ms. Rowell reported that due to the inclement weather, letters were not sent out during the month of

February.

 Ms. Campbell had nothing new to report.

Mowing & Grounds

 Mr. Moore reported that the mowing season will be beginning within a few weeks.

Maintenance: Lakes & Dams:

 Mr. Shifflett reported:

 Mr. Waugh & Mr. Shifflett inspected all dams and spillways

 More 4 wheeler tracks were observed on #1 and #3 with damage on #3

 Cleaned trash from common areas

 Discovered water coming out from under bottom of spillway wings on Dam #3, & water coming out

of cracks on spillway #2. Pictures were taken of areas and sent to the state engineer.

 Met with state engineer and Bulldog Construction regarding concerns. Bulldog Construction stated

that it would be an easy fix and some tweaking is to be expected

 Purchased tar and flex seal to seal up as many cracks as possible

 Cleaned limbs, leaves and debris off and around boat ramp

 Received a call regarding an individual running a large boat motor on lake. Located the individual

and explained that large boat motors on BVL lakes are banned other than for the purpose of loading

and unloading.

The motion was made and seconded to adjourn the meeting at 9:21 p.m.
