MAINTENANCE ASSOCIATION, INC.

The Board of Directors of Buena Vista Lakes Maintenance Association met Monday August 7, 2023
at 7pm at the clubhouse and President Ned Plunk called the meeting to order at 7:05pm. Janice
Burchett led the group in prayer.
A roll call of board members was requested with the following members present: Joel Bales, Janice
Burchett, Kim Wood, Vicki Moore, Ned Plunk, Kathy Fink, Jackie Hodges. Members absent
included Jeremy Conlee, DeLynn Conlee, Nathan Naramore, Melanie Turner, Leigh Cornish. A
quorum was established.
Association members present were: Donna Miller, Lot 509
Benevolence Collection – Total was $931 last month; no update of tonight’s total.
MINUTES: The Minutes of the Monthly Meeting Minutes of July 2023 were reviewed; motion by
Vicki Moore to approve as read and seconded by Kim Wood – passed unanimously and will be
posted to the Keith Collins website.
FINANCIAL REPORTS: The Monthly Financial Statement of July 2023 was approved last month
due to the delayed meeting date (July 4 holiday). The next financial report will be August 10, 2023
and will be discussed at the September 2023 meeting.
Finance:
• Finance report as follows: Vicki Moore presented the proposed 2024 budget and a
lengthy line item discussion was held. Joel Bales made a motion to accept the proposed
budget which includes a $25 dues increase as well as a one-time, one-year $100
assessment per lot to pay for much needed repairs. Motion seconded by Kim Wood;
vote was 4 AYE and 2 NAY – motion passes. As a reminder, a dues increase will require
a 2/3 vote and an assessment will require a majority vote of those eligible to vote.
Neighborhood Watch:
• Neighborhood Watch report as follows: Kim Wood reported 73 extra patrols, and
included one intoxicated person.
Recreation (Pool, Ballfield & Playground):
• Recreation report as follows: Jackie Hodges and Kathy Fink reported investigating
repairs to the damaged playground swing set. More pool chemicals have been purchased
($186 for shock and $60 for soda ash). The pool shed roof which blew off last month
during the wind storm has not been fully repaired but Caleb Hodges and Larry Wilson
are working on it. Apparently this is not the first time the pool shed roof has been
damaged. Mr. Wilson has purchased $81.66 in plywood. The pool gate lock has been
fix, and has been fixed again since the wind storm damaged it after initial repair. The
pool will officially close at end-of-day on Labor Day, September 4, 2023.
Clubhouse:
• Clubhouse report as follows: Director Melanie Turner has resigned. The back storm
door has been shattered by a rock thrown by the mowers. We need to contact the
mowers. For now, Vicki Moore has the Clubhouse notebook. And the Mowing
notebook.Orange Book
• Orange Book report as follows: No update; still on hold due to lawsuit.
Beautification:
• Beautification report as follows: Director Delynn Conlee was absent; no report.
Building Permits
• Building Permits report as follows: Leigh Cornish reports no permits requested.
Greeter
• Greeter report as follows: Janice Burchett reports mailing out letters to new home
owners, one or two at a time. Currently, 7 letters have been mailed. (Personal side note
– Ann Plunk has received four letters back in the BVL mailbox as undeliverable as of
8/31/2023)
Mowing & Grounds
• Mowing & Grounds report as follows: No director; no report.
Maintenance: Lakes & Dams:
• Lakes & Dams report as follows: Nathan Naramore is absent and Joel Bales reports that
the RR ties at Rain Cloud sea wall have all floated away. We need to look into cost of
rip rap rock to replace the sea wall. Joel will call Arkabutla managers to see what they
use and where they get it. Will also contact DeSoto County to see where they purchase
large quantities of rock. We need to discuss the need to potentially dig out/dredge by
the ramp as the water level drops since it becomes difficult to launch a boat. Could we
remove or re-do the concrete slab in that area? The area by the creek leading up to the
ramp needs to be maintained – this is on our side of N Thunderbird and is not the
responsibility of the county.

Ladies Club: Kathy Fink reported that the next event will be the Community Pot Luck dinner
on Saturday September 9, 2023 at 7pm. All are invited.
UNFINISHED BUSINESS:
1. Melanie Turner purchased a digital thermostat for the Clubhouse before resigning. It
has been given to President Ned Plunk
2. Stain/Seal Green Duck dock – Joel Bales has volunteered to help but we need
someone to lead the efforts.
3. Fishing net/removal of fish – no update due to absence of Nathan Naramore
4. Lawsuit update by Ned Plunk; nothing new to report. It is interesting to report that
in plaintiffs attorney rebuttal, no mention is made of a 2/3 vote, which is the whole point
of the lawsuit in the first place.
NEW BUSINESS:
Ongoing plans for the upcoming mail out and the October Annual Meeting. There was
discussion of nominations for the vacant board positions (5), discussion of the budget
mail out and the cover letter. Examples of all were available for viewing.
The motion was made by Joel Bales and seconded by Kim Wood to adjourn the meeting at 9:05pm.
