BUENA VISTA LAKES

MAINTENANCE ASSOCIATION, INC.

DATE: March 6, 2023 (February 2023 Minutes)

The Board of Directors of Buena Vista Lakes Maintenance Association met on Monday February 6, 2023 and was called to

order at 7pm by President Ned Plunk.

A roll call of board members was requested. Board members present include: Vicki Moore, Nathan Naramore, Kim Wood,

Ned Plunk, Melanie Turner, Kathy Fink, Janice Burchett, Joel Bales, Kyle Cornish, Leigh Cornish and Jackie Hodges.

Association members present were: Steven Pionk (468), Barbara Campbell (230), Larry Wilson (302-302-303), Chris

Humphrey (444), Jeremy and DeLynn Conlee (499).

Benevolence Fund is now at $620, and the hat was passed for any donations.

Appointment of new board members: Chris Humphrey was nominated by Vicki Moore and seconded by Kin Wood to join

the HOA Board. Unanimous approval. Jeremy Conlee was nominated by Vicki Moore and seconded by Nathan Naramore to

join the HOA Board. Unanimous approval.

MINUTES: The Minutes of the Monthly Meeting Minutes of January 9, 2023 were examined. Motion by Nathan Naramore

to approve the minutes and seconded by Kyle Cornish; motion passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of November 2022 was examined. There was no quorum in

December 2022 to approve these financials, and the Financials of December 2022 will be available on January 10, 2023. The

motion was made by Nathan Naramore to accept the financials with no changes and seconded by Kim Wood. The motion

passed unanimously.

Finance:

• Finance report as follows: As newly appointed Finance Director, Kathy Fink is still studying the reports.

Neighborhood Watch:

• Neighborhood Watch report as follows: Kim Wood reported 4 extra patrols and turned in her printed report. There

was one civil matter, one shed burned down, one stolen side-by-side reported.

Recreation (Pool, Ball field & Playground):

• Recreation report as follows: Jackie Hodges reported that she got the keys from Larry Wilson; noted leaves on the

pool cover. Joel Bales has taken the tree off the playground equipment which fell during the recent ice storm. We

will need to replace the top metal bar across the swing set. We will need to obtain correct measurements for the

size bar. The wood has been left on the playground for pickup by residents for firewood (Steve Shifflett expressed

an interest, as did Melanie Turner). For the pool – as noted, chemicals have increased in price approximately 85%.

Jackie will look into pricing and purchases in the near future. Melanie Turner mentioned two sun shades that she

can donate. Brief discussion on hiring a company to uncover the pool and set up the chemicals vs doing it

ourselves. Jackie will investigate prices.

Clubhouse:

• Clubhouse report as follows: Vicki Moore reported that Redeemers Group will NOT assist with clubhouse repairs

unless it involves the foundation. Servpro is unable to assist until we have a clearance letter regarding mold and

mildew. Mold Mitigation could cost $400-$500. Entergy has a program that will allow them to test the

“tightness” of the building. Dry Fast for Water Mitigation. Nathan Naramore has installed the new lighting in the

new side, and we just need to paint the walls. Vicki reported three rentals booked and reported that all renters

have seemed pleased.

Orange Book• Orange Book report as follows: Melanie Turner reported zero feedback to her on the rewrite of the Orange Book,

and will re-email this document to the board members. We remain in limbo as the appeal process is waiting on

legal transcripts from the October 12, 2022 court case.

Beautification:

• Beautification report as follows: By committee – Vicki Moore reported on Mr. Ben’s property. She has contacted

numerous public officials regarding our clean up options, with little success. At last report, Mr. Ben remained in

the hospital. Vicki will contact attorney Bill Jolly for his legal advice. As spring weather approaches, we will

begin to make announcement on the HOA Facebook page regarding clean up days, and offering to seek assistance

for those needing help with limbs, trees, etc.

Building Permits

• Building Permits report as follows: Leigh Cornish reported no permits requested.

Greeter

• Greeter report as follows: Janice Burchett reported she continues to hold up until Orange Book litigation is

completed.

Mowing & Grounds

• Mowing & Grounds report as follows: Kyle Cornish reported that clean up will need to continue on the common

property below Dam #1 but the ground remains too soft for now.

Maintenance: Lakes & Dams:

• Lakes & Dams report as follows: Joel Bales and Nathan Naramore reported on the dock at the foot of Black

Panther Cove. Joel offered to donate $100. Matt and Donna Miller have previously offered to donate money for

repairs. Brief discussion on whether homeowners can do the repairs and replace the damaged wood. There are

structural issues, and nonstructural issues. Concerns remain for the actual efficacy of the dock since the water is

too shallow in the cove for fishing. Mr. Steven Pionk builds and repairs docks and will examine the dock and

provide his advice on how to proceed. Water continues to seep out of Dam #3, and water is overflowing all the

spillways at the current time. We need to recommend that vehicles remain off the levees during the spring muddy

season – do we need to purchase signs? We have poured gravel on Green Duck levee, as well as near Dam #3 on

S. Thunderbird for parking.

Ladies Club:

President Kathy Fink reported on election of officers for 2023 and provided dates of March 25 for the

upcoming Spring Potluck Dinner. April 1 will be Spring Casserole Sale and also Easter Egg Hunt.

Unfinished Business:

Wristbands – New 2023 wristbands have been purchased by Ann Plunk and will be distributed at designated dates

as more homeowners pay dues. Per Kim Wood, the DeSoto County EMA has not been updated to reflect the

MDEQ reclassification. What exactly is our risk level? EMA Contact is Chris Olson.

Lawsuit Update: The court reporter has been given until February 16, 2023 to complete her transcripts of the

trial.

New Business:

We will make a statement on the HOA page regarding the opening of the swimming pool. The board intends to do

everything in its power to open as normal, on time. The budget remains uncertain until more dues are paid and

until prices can be obtained for chemicals. Individuals who wish to host an individual fundraiser for the pool are

welcome to do so, and donations will be welcomed. We will confirm with the management company whether

donations can be made online through Keith Collins, LLC.

The motion was made by Kyle Cornish and seconded by Vicki Moore to adjourn the meeting at 845pm.
