MAINTENANCE ASSOCIATION, INC.

DATE: March 6, 2023

The Board of Directors of Buena Vista Lakes Maintenance Association met Monday March 6, 2023 at 7pm at

the clubhouse.

A roll call of board members was requested with members Vicki Moore, Joel Bales, Kathy Fink, Jeremy

Conlee, Ned Plunk, Janice Burchett, Jackie Hodges, and Nathan Naramore present. Member absent include

Kyle Cornish, Leigh Cornish, Chris Humphrey, Melanie Turner, and Kim Wood.

Association members present were: Steven Pionk (468), Lindsay Ray, Cody Weatherly (39), Carla Tartera

(364-365), Barbara Campbell (230), Amber Paulino. Guest Mark Arcelle of the North Mississippi Trail

Alliance was also present.

MINUTES: The Minutes of the Monthly Meeting Minutes of February 2023 were reviewed; Motion was

made by Nathan Naramore to approve as written and seconded by Vicki Moore. Motion passed

unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of January 2023 as viewed in the Keith Collins

portal was reviewed. The motion was made by Nathan Naramore to accept the financials with no changes,

and seconded by Vicki Moore. The motion passed unanimously.

Finance:

• Finance report as follows: Kathy Fink continues to work with Keith Collins Company and

examine the portal. She has received no information passed to her from previous financial

directors. The new financial reports on the portal are available on the 10th of each month.

Neighborhood Watch:

• Neighborhood Watch report as follows: Kim Wood provided her report via email with 4 extra

patrols reported including suspicious activity, welfare check, disturbance.

Recreation (Pool, Ball field & Playground):

• Recreation report as follows: Jackie Hodges reported that prices for hiring a company to uncover

the pool will range from $250-$350 which can include priming the pump but will not include

shock treatment or algaecide. She is looking for numbers on how many gallons the pool holds.

She reports being signed up for Pool School on April 1 at Memphis Pools to learn more about

pool maintenance in general. President Ned Plunk reminded all the board members that they are

authorized up to $500 in purchases without requiring Board approval. Jackie continues to

acquire more information regarding total cost of chemicals for the season, a new chlorinator, and

various other details. She has begun to assemble her pool committee and will continue to invite

others to participate in the pool season. Update on the swing set damaged when the tree fell on it

is ongoing. Brief discussion about filling the “swimming lake” with the pump system. Pumps

were originally turned off approximately 2 years ago in a cost saving measure. We will review

old utility bills for expenses (Ann) and Joel will discuss with Mr. Steve Shifflett. Community

resident Barbara Campbell questioned snakes in the lake, and cleanliness on the lake vs the

chlorinated pool. Resident Cody Weatherly sent out kudos to previous pool directors for the

cleanliness of our pool.

Clubhouse:

• Clubhouse report as follows: Vicki Moore reported the clubhouse was rented twice in February

and has one rental in March; the Ladies Club will also utilize it March 25 for the community

potluck dinner as well as April 1 for their Casserole Sale and the community Easter Egg Hunt.

She met today with a maintenance company regarding painting, etc. There was a discussion on a

thermostat controlled fan on the roof, more attic vents, a check of soffit vents and gable vents, as

well as the need for attic access from inside the clubhouse. Mrs. Moore anticipates purchasing

yellow paint for the parking lot and has ordered supplies (DW liquid, paper towels, printer paper,

etc). Nathan Naramore recommended starting with attic access so we can assess the upstairsventilation. Mrs. Moore will begin to gather quotes for attic access. We have also requested

quotes for concrete repairs to the sidewalk by the pool due to loose rocks; we are including

potential pads for picnic tables to prevent them being damaged in the future by mowers. We

have one quote (Ann Plunk/Cimarron Construction) and received several details for contact for

other quotes from Mr. Pionk.

Orange Book

• Orange Book report as follows: Melanie Turner reported via email that she had emailed her

updated version of the Orange Book to all Board members for their reading. All progress

remains halted by the ongoing lawsuit and appeal. Of note, it has been repeatedly reported that

our Orange Book (both CCRs and bylaws) are in serious need of total re-do from a legal

standpoint by a certified attorney who specializes in HOA matters. One quote has been obtained

from the Memphis attorney recommended by Keith Collins, and we have requested quotes from

Palmertree and Jolly (Vicki Moore) and from Derek Whitlock (Ned Plunk). While this will be an

expensive endeavor on the front end, it should save us from costly lawsuits in the future.

Beautification:

• Beautification report as follows: It is noted that Atmos made a mess up at the front of the

subdivision when doing their gas line updates. They need to install the bollard, and will need to

replace sod. Vicki Moore will call to get an update. Mr. Ben’s property continues to deteriorate

as he remains in the hospital, and includes the collapse of the metal carport roof in recent storms.

Building Permits

• Building Permits report as follows: No report in the absence of Leigh Cornish.

Greeter

• Greeter report as follows: Janice Burchett reported that she has an updated version of BVL

Quick Facts that she is proof reading that will be handed out to new homeowners in lieu of the

Orange Book until the lawsuit is settled.

Mowing & Grounds

• Mowing & Grounds report as follows: No report in the absence of Kyle Cornish.

Maintenance: Lakes & Dams:

• Lakes & Dams report as follows: Joel Bales reported damage to the sea wall by the Rain Cloud

Lake boat ramp that will need repairs. It will be preferred to re-create this wall with something

other than RR ties, perhaps use rip rap rock. Silt levels in all coves appear to be at critical levels.

The culverts going under roadways are severely clogged with debris and he will contact the

county to see if they can help with the non-lake side of the culverts. Ditches near spillways need

to be cleaned up. The entry to culvert on Bob White is unable to be located due to clogs. All

dams and spillways are flowing due to recent rains. In particular, #3 spillway has water flowing

from the sides and may need new dye tests. #4 spillway has part of its pad/boat ramp that moves

when a boat is on it or a person is standing on it. #2 spillway is in reasonably good shape. #1

spillway has a area to the right looking up at it that has water flowing through the grass. There is

also overgrowth that needs to be removed (shrubbery, trees). The far spillway (not sure if #3 or

#4) also has another culvert that needs to be cleaned and Joel will ask the county about it as well.

It is noted that the Money Market account for Lakes & Dams has approximately $43,000 in it at

this time. Joel will call for quotes on foam re-do of spillway #3. Questions remaining – should

we get engineer Steve Wilson’s input? Has our hazard classification been clarified publicly on

all sites?

Ladies Club:

President Kathy Fink reports upcoming activities of Community Potluck on March 25 and

Casserole Sale/Bake Sale on April 1 morning and Easter Egg Hunt on April 1 afternoon. While

a clubhouse cleanup outside is desired, the grass needs to remain tall enough to hide eggs.

Unfinished Business:

A. Insurance – Ned Plunk will contact Ronda Wilson at Keith Collins. Of particular concern are

the storage units by the clubhouse that are rented out. The payer of the insurance needs to be

the recipient of the income. After brief discussion, Ned Plunk and/or Kathy Fink will get with

Keith Collins to confirm details. Potentially the Ladies Club may need to ask the current

renters to vacate? BVL owns the sheds, while the Ladies Club has been collecting the rentto be returned to the community in Ladies Club purchases.

B. Ben’s house – after a phone call to Ben’s brother in California by Vicki Moore, a motion was

made by Mrs. Moore to hire Top Notch Landscaping/Morgan Booth to clean the property up

including the collapsed carport. Motion was seconded by Jeremy Conlee. After more

discussion, the motion passed (5 For and 2 Against).

C. Lawsuit update. No update. We do have court report transcripts of the October 12, 2022

trial. The plan is for the final brief to be filed by March 15, 2023, at which time the opposing

attorney will have 30 days to respond. We still hope to have it all resolved before the next

annual meeting in October 2023.

D. Wristband update – Ann Plunk reported that the first two wristband distributions have gone

well. After taking off the week of Spring Break, new dates will be established for future

distributions.

New Business:

A. BVL homeowner Carla Tartera attended the meeting and requested that the HOA Facebook

page be opened to community comments and posting. She requested easily accessible

minutes. She asked for more communication in more open manners with the homeowners.

She requested that no administrators of any of the multiple BVL ages utilize their pages to

reprimand posts on any of the other Facebook pages. She then provided a “QR code” for

scanning by board members to view her list of suggestions.

B. Spring cleanup. We need to set several dates for several areas for overall cleanup before the

mowers can begin. (Common property below Dam #1, common property around Guard

Shack and all around the clubhouse including limbs, branches, leaves, mulch, flower beds and

treatment for fire ants.)

The motion was made by Nathan Naramore and seconded by Vicki Moore to adjourn the meeting at 945pm.
