MAINTENANCE ASSOCIATION, INC.

DATE: May 1, 2023

The Board of Directors of Buena Vista Lakes Maintenance Association met on Monday May 1, 2023 at the

BVL clubhouse and was called to order at 7pm by President Ned Plunk. The opening prayer was led by

Nathan Naramore.

A roll call of board members was requested. Members present were Joel Bales, Janice Burchett, Jeremy

Conlee, Kyle Cornish, Leigh Cornish, Kathy Fink, Chris Humphrey, Vicki Moore, Nathan Naramore, Ned

Plunk, Melanie Turner, and Kim Wood. Board member Jackie Hodges was absent. A quorum was

confirmed.

Association members present were: Caitlin Clark, DeLynn Conlee, and Bailey Naramore.

MINUTES: The Minutes of the Monthly Meeting Minutes of April 3, 2023 were reviewed. Motion was

made by Nathan Naramore to approve the minutes as read; second by Kim Wood. Motion passed

unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of March 2023 as provided by the Keith

Collins Management Company was reviewed. The motion was made by Nathan Naramore to accept the

financials with no changes. The motion was seconded by Vicki Moore and passed unanimously.

Finance:

• Finance report as follows: Vicki Moore reported a current balance of $98,007.41 with $43,768.07

in the Lakes & Dams account and $54,239.34 in the Operating Budget. A monetary transfer

(usually $15,000) to the Lakes and Dams account has not yet been made, as this is no longer

mandatory based on our Lakes status with the state of Mississippi now. There are still

outstanding dues that are being processed by our attorneys, and we have court orders and liens

against several properties.

Neighborhood Watch:

• Neighborhood Watch report as follows: Kim Wood reported 52 extra patrols this past month.

There are numerous ATV complaints, as well as trespassers and speeding vehicles. A mention

was made of speed “humps” (not speed bumps) or possible the rubberized road strips to slow the

traffic down. Kim will investigate these possibilities.

Recreation (Pool, Ball field & Playground):

• Recreation report as follows: Kathy Fink reported on playground checklist, with a bent swing set

pipe, picnic tables needing repair, and protective caps needed on baby equipment. There is no

update on the ballfields (no use yet). There will be a pool work day on Saturday May 6 at 9am to

remove the cover and get the furniture out of storage. It is reported that the broken valve has

been fixed by Larry Wilson; a new pool rope is also needed. Jackie Hodges has cleaned off the

pool deck, sprayed for weeds, etc. and we are on target to open Memorial Day weekend. Jackie

is still working on forming a pool committee to assist throughout the summer season.

Clubhouse:

• Clubhouse report as follows: Melanie Turner is the new Director for the clubhouse and shared

her report time with previous Director Vicki Moore. One clubhouse rental was reported. Two

quotes have been received for the ductwork repair under the clubhouse, one by Action Unlimited

who did the moisture barrier for hard pipe at $5700 and one by MaxAir for R-8 Flex pipe for

$10,700. A third quote from Landmark Heat and Air will be obtained this week. It has also been

pointed out that we need to grade the east side foundation (toward the road) to help with drainage

and decrease the moisture underneath the clubhouse. BVL resident Brian McGregor can do this

work mid-May. We also will need to consider gutters along the east side to further prevent water

accumulation. Whenever the third quote is obtained, the board will take a text vote for selecting

the company to install the replacement ductwork, with a majority vote required for passage. This

text vote will be added to these minutes when it occurs.Orange Book

• Orange Book report as follows: Any activity on the Orange Book remains tabled until the current

lawsuit is settled. The BVL portion of the appeal has been filed, but it could be 6 to 8 more

months before there is any settlement. Once the current lawsuit is settled, the board hopes to

pursue a legal attorney-mediated re-write of the entire Orange Book, CCRs, bylaws, etc which

will update the document into the present times and be filed legally with the County and the

State. This will help avoid future lawsuits regarding our community CCRs and Bylaws.

Beautification:

• Beautification report as follows: Vicki Moore reported on two properties owned by a deceased

property owner and in probate with the family. The property at 8870 Bob White is completely

vacant, and any activity noticed should be reported to the sheriff. The same is true of the

property at 387 Black Bear Cove. A letter has been sent to a property owner on N Thunderbird

requesting property cleanup. If anyone knows of an issue with a property needing attention, they

are asked to contact any board member until a permanent Director over Beautification is named.

Building Permits

• Building Permits report as follows: Leigh Cornish reported one permit request for a replacement

of external stairs at 691 S. Thunderbird. After examining the permits, drawings, etc Vicki Moore

made a motion to grant the permit and Kim Wood seconded. The motion passed unanimously

and the permit was granted.

Greeter

• Greeter report as follows: Janice Burchett reported visiting resident Jennifer Solomon. She is

continuing to visit new residents who were missed during the Covid pandemic.

Mowing & Grounds

• Mowing & Grounds report as follows: Kyle Cornish reported that after a conversation with our

representative at Keith Collins Management Company, our current contract does not match the

billing of our current mowers. We are in year 2 of a 3-year contract so whether we can get the

current contract rewritten will have to be discussed. It is very difficult to find a company that is

interested in 32-39 acres of mowing.

Maintenance: Lakes & Dams:

• Lakes & Dams report as follows: Nathan Naramore reported that he has been in touch with SE

Pond Management. There is a minor disagreement between them and Kevin Mills regarding the

types of fish to restock (shad vs thread-fin, no carp). We can fertilize the lakes to assist in killing

the algae; fertilizer would help immediately. We need a quote for raw chemicals for us to do it

ourselves vs hiring a company to do it. Bait fish (thread fin shad also helps with algae). What

about removing the fish – still needs to be done. We need to advertise to take the fish out – ALL

fish, especially smaller bass (1lb) – need to remove 25lb per acre, so please keep all bass. A

Fishing Rodeo was mentioned again; need someone to be in charge. Netting the fish was

discussed – a 2” gill net to catch all smaller fish (commercial nets are 4”).

• Joel Bales mentioned the sea wall at the boat ramp needs repairs – perhaps pursue when the water

level drops in the fall. It was discussed to drop all lake water levels at an announced time to

enable all homeowners to be able to work on their personal sea walls during lower water levels.

Perhaps we could get a contractor to do multiple sea walls at a reduced price rate. The same

could apply for dock repairs. We would need to investigate doing this every other year to

decrease the stress per lake. What sea wall materials can be used? NO RR ties (too much

creosote and chemicals). We need to create an action plan – for example, three options, a

contractor, two winters from now (December 2025) to lower X lake (choose only one). All coves

on all lakes need to be dredged. We need rock on the upper lake levee; same thing at Rain Cloud

boat ramp area parking. There is erosion on #3. Can we get a price per load for rock? Kyle

Cornish reported that he knows a rock deliverer. It is noted that the skirt of the dams has trees

growing too close. We utilized a work party below #3 several years ago. We do need to confirm

how far from the toe of the dam these trees need to be removed. Could we approach resident

Chris Jones who owns a tree company? Could we sell the tree for lumber? Joel Bales knows a

forester that he can discuss with; look into cost to cut trees, etc.

Ladies Club:Kathy Fink reported a successful casserole sale prior to Easter. She updated that the Ladies Club

will no longer collect rent on the two storage units by the clubhouse parking lot, deferring the

rent (and collections thereof) to the HOA Board and to Keith Collins to be dedicated to the club

house funds. The Ladies Club is working in conjunction with Amanda Thompson and her

committee on the July 4th plans. The Ladies will assist with the parade and the games as in the

past. Fireworks are ongoing via Amanda’s committee and an online donation site will be set up

soon. All money needs to be collected by the end of May. It was asked that it be posted that the

Board does not contribute financially to the July 4th at the current time.

Unfinished Business:

1. No interest in quotes on yard or flower bed improvements at the clubhouse.

2. We have three quotes for concrete repairs at the clubhouse (pool sidewalk and picnic table

pads) $5000, $5100, and $5250. A motion was made by Nathan Naramore and seconded by

Jeremy Conlee to utilize Mr. Javier Sanchez at a bid of $5200. He will break up and remove

rock and do all concrete work. Motion passed unanimously.

3. Fish Re-stock – continue to gather information and costs.

4. Fishing Rodeo – July 4th? Love Fire Department is willing to help. We will have an update

by next month. No motion needed yet util more information gathered; Motion by Kim Wood

to table the Fishing Rodeo discussion, seconded by Leigh, Cornish and passed unanimously.

5. Gutters for clubhouse – Ned will discuss costs with his contractor.

6. Discussion for potential to sell small parcel of common property on S. Thunderbird near new

house build (lot # ). We have no legal opinion yet. Motion by Nathan Naramore and

seconded by Chris Humphrey to wait until after current lawsuit is settled; motion passed

unanimously.

New Business:

Jeremy Conlee mentioned that the NMTA Bike Trails have contacted the county and us to inform

BVL that it is ok for S-Curve drop off of equipment and return trucks/trailers to the Area 51

Coldwater Bottoms area. Two times per month, weekdays only, and be gone by 5 or 6 pm. The

board remains opposed to this incursion.

Motion by Nathan Naramore to adjourn the meeting at 915pm. Seconded by Kim Wood and passed unanimously.

Addendum: Text Vote

On Thursday May 11, 2023 a text vote was taken regarding the installation of ductwork under

the clubhouse. Motion by Vicki Moore to utilize Action Unlimited to install hard pipe duct-

work under the clubhouse at a cost of $5700 (this is associated with the company that installed

the original moisture barrier.) Other quotes obtained were $10,700 from AirMax and $17,500

from Landmark Heat & Air, both for flexible ductwork.

Motion was seconded by Joel Bales and passed with 9 yes votes and apparently 4 abstentions.
