BUENA VISTA LAKES

MAINTENANCE ASSOCIATION, INC.

DATE: September 11, 2023

The Board of Directors of Buena Vista Lakes Maintenance Association met Monday September 11,

2023 at 7pm at the clubhouse. The meeting was called to order by President Ned Plunk at 705pm.

A roll call of board members was requested. Members present included Ned Plunk, Vicki Moore,

Kim Wood, Janice Burchett, Joel Bales, Jackie Hodges and Delynn Conlee. Members absent

included Jeremy Conlee, Kathy Fink and Nathan Naramore.

Association members present were: Erica Hahn, 929 N Thunderbird and Amber Paulino, lot #210.

A Benevolence Fund collection was taken up. $35 tonight, added to $965 from last months total for

a grand current total of $1000 for use for any Association homeowner in need (groceries, bills, etc)

MINUTES: The Minutes of the Monthly Meeting Minutes of August 7, 2023 were read; motion by

Kim Wood to approve the minutes, seconded by Vicki Moore. Motion passed unanimously and

minutes will be shared to the Keith Collins website.

FINANCIAL REPORTS: The Monthly Financial Statement from Keith Collins Company of

August 2023 was reviewed. The motion was made by Vicki Moore to accept the financials with no

changes. The motion was seconded by Kim Wood and passed unanimously. Following a brief

discussion of the current delinquencies, the motion was made by Vicki Moore to send Fennel, LLC

to the attorney for placement of a lien on their two properties. Motion was seconded by Janice

Burchett and passed unanimously. Vicki Moore will contact Bill Jolly.

Finance:

• Finance report as follows: Ned Plunk and Vicki Moore reported that all major bills are

paid for 2023. We continue to add the rent money to the clubhouse fund, and we have

added zero to Lakes and Dams account this year.

Neighborhood Watch:

• Neighborhood Watch report as follows: Kim Wood reported 74 extra patrols in addition

to our regular patrols. There was a reported burglary near Thunderbird/Black Panther at

a vacant property. Animal Control was called for a dog issue; one fireworks complaint;

one suspicious vehicle.

Recreation (Pool, Ball field & Playground):

• Recreation report as follows: Jackie Hodges is working on the pool for closure. There

is a work day set for September 16th at 930am. All supplies have been bought for the

pool shed roof which was damaged in a wind storm. Playground update – Caleb Hodges

has measured the pipe for the swing set repair. Jackie is seeking quotes for pool

painting, and the initial quote is $15,000. The board expresses its appreciation to Jackie

and her committee for a very successful pool season.

Clubhouse:

• Clubhouse report as follows: The Directorship is vacant currently. Delynn Conlee has

contacted the mowing company about the broken glass at the storm door for the back

door. B&B Landscape has been unable to find anyone to take care of this for us and

recommended that we have it repaired and send him the bill.Orange Book

• Orange Book report as follows: The Orange Book Directorship is still vacant due to

current lawsuit.

Beautification:

• Beautification report as follows: Delynn Conlee reported mailing out several letters to

property owners, most focusing on abandoned vehicles, tall grass and weeds.

Building Permits

• Building Permits report as follows: Directorship is vacant, but Vicki Moore reported

two requests for permits. Krista Marie Millican for a privacy fence around her entire

property on Bob White. She has the permit already approved by DeSoto County.

Motion by Kim Wood and second by Delynn Conlee to approve the permit which passed

unanimously. Second permit by Chris and Britney Humphrey of 1475 N Thunderbird

for a fence, farm-style fence. Motion by Janice Burchett to approve this request and

seconded by Delynn Conlee, and motion passed unanimously. We have also had a

homeowner express interest in assuming the Permits Director position and Ned Plunk

presented the resume for Ray Creswell who is an architect and an interior designer.

Since the Board Director positions will be elected in less than one month, Mr. Creswell’s

name will be added to the ballot.

Greeter

• Greeter report as follows: Janice Burchett reported no letters mailed this month, and she

is not sending letters to the LLCs as they buy up more property in BVL.

Mowing & Grounds

• Mowing & Grounds report as follows: The Director position for Mowing & Grounds is

vacant. We should have one more cut coming this month. It is reported that the board

did receive an email from a homeowner concerned about the Green Duck Levee not

being cut near her house.

Maintenance: Lakes & Dams:

• Lakes & Dams report as follows: Joel Bales reported nothing new due to lack of funds

for any repairs. He is looking for quotes for rock for the Rain Cloud ramp sea wall.

Ladies Club:

In the absence of Kathy Fink, no report.

Unfinished Business:

A. Digital thermostat – no update from Ned Plunk; we need an electrician.

B. Stain for Green Duck levee dock; approximately $200-$220 for 5 gallons of stain. Motion by

Delynn Conlee to table this until next year after 2024 budget is passed. Second by Kim

Wood and passed unanimously. Other items also to be tabled included light fixture in the

clubhouse office, turning on the lake pumps, mesh fishing nets, grading by east side of the

clubhouse.

C. Lawsuit – Ned Plunk states no update as we continue to wait on the appellate court.

D. Update on August mail out – Ann Plunk report 98 properties are owned by people outside

BVL. All addresses have been brought better up-do-date including property transfers for

the past two years.

New Business:

A. Ballot update and preview; reminder that no proxies will be handed out at the Annual

Meeting since all need to be signed by the property owners. All this information was

included in the August mail out.The motion was made by Kim Wood and seconded by Vicki Moore to adjourn the meeting at

820pm. Motion passed unanimously.
