MINUTES OF MONTHLY MEETING
September 10, 2018
The Board of Directors of Buena Vista Lakes Maintenance Association met September 10, 2018; at 7:00 p.m. Ned Plunk
called the meeting to order and Barbara Campbell led the assembly in prayer.
A roll call of board members was requested. Present were: Ned Plunk, Kathy Fink, Diane Barber, Steve Shifflett, Yvonne
Chaney, Barbara Campbell, Jo Ann Yager, and Secretary-treasurer Christy Chavez. A quorum was established.
Association members present were: Donna Miller, Charlis Manzer, John Manzer, Chris Vanelli, Gail Smith, R.H. Chaney,
Vicki Moore, Sondra Raley, Steven Pionk, Tawnya Pionk, Shanna Ray, Jeannie Poe, Teri Rowell, E.G. Morris, Pamela
Jones, Richard Gatlin, Janice Burchett, Dodie Shifflett and Rosalie Costello.
MINUTES: The Minutes of the Monthly Meeting of August 6, 2018 were reviewed by the directors. Motion was made to
accept the minutes as presented. The motion was seconded and passed unanimously.
FINANCIAL REPORTS: The Monthly Financial Statement of August 6, 2018 was reviewed. The motion was made, to
accept the financials with no changes. The motion was seconded and passed unanimously.
Nomination:
Steve Shifflett made the motion to accept Teri Rowell as the Mowing Director, Barbara Campbell seconded the motion.
The motion passed 6-0. Ms. Rowell stepped up as the Mowing Director.
Recreation: Pool, Ballfield, Playground:
Playground & Ballfield:
No report.
Pool
Kathy Fink reported that the pool closed on September 4.
There are enough chemicals to close the pool, there are some needed repairs that will need to take place in spring 2019.
Leslie’s is scheduled to come out on September 26th to winterize and cover the pool.
Maintenance: Lakes & Dams & Mowing:
Lakes & Dams
Steve Shifflett reported getting bids on five (5) common areas in need of attention:
Bob White slope- dispersive soil issues. Soil will need to be dug up and mixed with gypsum so that
the soil will hold together preventing further erosion.
Thunderbird boat ramp- dig out boat launch area and add a ramp so that boats can safely launch.
Repair and cleanup culvert to help prevent flooding of Thunderbird boat ramp area.
Removal of sweet gum trees around clubhouse.
Green Duck levee- clean up and replace riprap. Repair busted leg and nails on pier.
Cleanup of front entrance-dead trees and undergrowth around sign.
Three (3) quotes were obtained; bid 1- $70,350.00, bid 2-$40,000.00 plus, engineer recommended bid 3- $19,070.00. A
text vote and monthly meeting vote was taken, bid 3 passed 6-0.
Steve Shifflett made the motion to have the engineer come out to inspect the Bob White spillway and make necessary
recommendations, Jo Ann Yager seconded the motion. The motion passed 7-0.
Requests for volunteers were made seven (7) individuals responded.
Mowing
No report.Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Beautification
Yvonne Chaney reported two (2) violations, two (2) reported to the county.
Permits
There were two (2) new home building permit requests, both passed 7-0 pending all setbacks are in accordance with the
Orange Book and DeSoto County requirements.

Greeter
Ms. Campbell reported visiting with one (1) new family.
Clubhouse:
Jo Ann Yager reported one new rental. $22.08 was spent on bathroom supplies.
Finance:
There are currently 44 unpaid lots.
Neighborhood Watch:
Chuck Scott resigned from the board.
Non-emergency calls can be made to DeSoto County Sheriff’s Department at 662.469.8599.
Ladies Club:
The Annual Ladies Club Christmas Dinner will be held on the first Saturday in December.
Manzer:
Resident John Manzer approached the board requesting that some of the proposed Annual Meeting Orange Book By-
laws be reconsidered. Mr. Manzer voiced that HOA’s have good intentions to serve the community; however there is
not enough money for the board to be a policing agency. Mr. Manzer asked the board to look at the old and newly
proposed rules and consider softening the proposed rules and work with the homeowners more. Considering the impact
the rules will have on the residents and board.
Ms. Rowell explained that according to Robert’s Rules the proposed By-laws can be modified and that discussions will
be held at the annual meeting prior to the vote and amended as the community desires.
It is important for the community to work together for solutions.
The motion was made and seconded to adjourn the meeting at 9:08 p.m.

Nominations for President:
Ned Plunk opened the floor for nominations for President. Diane Barber nominated Ned Plunk serve as President, Teri
Rowell seconded the nominations. There were no more nominations, Ned Plunk nominated by acclamation.
Nominations for Vice-President:
Nominations opened for Vice-President. Mike Willey nominated Jessica Fulton to serve as Vice-President, Vicki Moore
seconded the nomination. Teri Rowell nominated Larry Moore to serve as Vice-President, Steve Shifflett seconded the
nomination. There were no more nominations. Larry Moore was nominated Vice-President 7-5.
