MINUTES OF MONTHLY MEETING

March 4, 2019

The Board of Directors of Buena Vista Lakes Maintenance Association met January 7, 2019; at 7:00 p.m. Ned

Plunk called the meeting to order and Larry Moore led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Teri Rowell, Diane Barber, Jo Ann

Yager, Yvonne Chaney, Kathy Fink, Vicki Moore, Barbara Campbell, Larry Moore, Steve Shifflett, Richard

Gatlin, Mike Willey and Secretary-treasurer Christy Chavez. A quorum was established.

Association members present were: Steve Pionk, Dick Chaney, Jimmy Ketchum, Mitzie Harris, Danny

Thomas, and Linda Babb.

MINUTES: The Minutes of the Monthly Meeting of February 4, 2018 were reviewed by the directors. Motion

was made to accept the minutes with one addition. The motion was seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of February was reviewed. The motion was made,

to accept the financials with no changes. The motion was seconded and passed unanimously.

Finance:

 Ms. Rowell reported that she met with Larry Moore and Christy Chavez with the current insurance agent and

with a new insurance agent in order to compare insurance costs. At this time the new insurance agent had not

submitted a quote. Met with the current agent, he went over the exclusions and rates with the BVL policies

and fully explained each. One requirement that was noted is that the insurance agent needs to be contacted

when BVL has a special event and obtain a special event policy. Ms. Rowell recommended staying with the

current insurance at this time.

 Ms. Rowell gave an update on the lots that are in collections. Ms. Yager made the motion to perform an asset

search on delinquent accounts so that a better determination can be made to know how to proceed on

collections. Ms. Chaney seconded the motion. The motion passed 10-0. Ms. Moore made the motion to

perform asset searches on residents that have judgements on them, Mr. Willey seconded the motion. The

motion passed 10-0. Mr. Moore moved to proceed on collections after asset searches are performed, Mr.

Willey seconded the motion. The motion passed 10-0.

Recreation: Pool, Ballfield, Playground:

Playground & Ballfield:

 Ms. Barber had nothing new to report.

Pool

 Ms. Fink had nothing new to report.

Clubhouse:

 Jo Ann Yager reported 2 rentals for February one of the two rentals was turned in at last month’s board

meeting.

Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Orange Book

 No report.Beautification:

 Ms. Moore moved to have Theresa Walters serve as the Beautification Director, Mr. Willey seconded the motion.

The motion passed 10-0. Ms. Walters stepped up as the Beautification Director.

Permits

 Ms. Moore presented a request for a 30 x 41 foot hobby shop on a resident’s additional vacant lot. Due to

DeSoto County requirements requiring any out buildings not to be over 50% of the size of the home on the

property, the board agreed that Ms. Moore would contact DeSoto County and get clarification regarding the

requirement.

 Ms. Moore presented a request for a new 2,600 sq. ft. home on lot 430; the request met all Orange Book and

Desoto County regulations. Mr. Willey moved to grant the permit for the new home, Mr. Gatlin seconded the

motion. The motion passed 10-0.

 Ms. Moore reported that she had spoken with the Mississippi Health Department supervisor and that he had

agreed to speak with BVL residents regarding sewage regulations. The Mississippi Health Department

supervisor explained that a perk test is performed on new home sites and the results of the perk test will

determine their recommendation. However, the Mississippi Health Department has a policy of not saying no

to a resident building but will suggest that the resident consult with an engineer that will help the homeowner

determine appropriate lot size, size home and number of people for the new home site.

Greeter

 Ms. Campbell reported visiting with 1 resident.

Mowing

 Mr. Moore reported receiving 4 bids.

1. Woolever Mowing: Bid is for a 3 year contract with 14 cuttings per year for a total cost of

$10,750 and a rate of $750.00 per full mowing with an option for partial mowings as needed.

2. B & B Landscaping: 24 cuttings for a total cost of $14,400.00 and a rate of $600 per cutting.

B&B Landscaping will be set up on a 12 monthly billing of $1,200 per month.

3. Canton Landscaping: Bid is for $900.00 per mowing- $1,800 monthly charge.

4. Magnolia Lawncare: Bid is for 14 cuttings at a rate of $2,330 per mowing.

 Mr. Willey moved to accept the bid from Woolever Mowing, Ms. Rowell seconded the motion. The motion

passed 11-0.

Maintenance: Lakes & Dams & Mowing:

Lakes & Dams

 Steve Shifflett reported on the following items:

 Special thanks to Steve Pionk for cleaning up the access areas.

 Due to all the rain DeSoto County EMA and the engineer was contacted and updated on

current condition of the spillways. EMA explained that in the event that the water becomes a

threat EMA and the DeSoto County Sheriff’s Department will come out and help block off

the dam. BVL has cones and road blockades with signs in the event that the spillways need

to be blocked off.

 While inspecting spillway #1 an individual was stopped that was riding a 4 wheeler on

common areas. Mr. Pionk suggested talking to the county to see if they would assist in

putting up a guard rail. Mr. Willey offered to speak with Supervisor Michael Lee regarding

the guard rail.

 There are fire ants and grubs on the dams that need to be treated.

 Attended the February 23rd button day and spoke with residents regarding the Lakes & Dams

and had them fill out the Emergency Evacuation Form.Neighborhood Watch:

 Mr. Gatlin reported that everything went well for the month of February. Focus was made on the rising

water levels.

 Mr. Willey reported that 8 residents showed up for the Neighborhood Watch program.

 A neighborhood watch contact/ “To Do” list and a “While I Was Away” form will be in the wooden mailbox

on the clubhouse. Residents that are going to be out of town or away can fill out the “While I Was Away”

form and leave it with one of the Security Directors for extra security.

 A special thanks was given to Wayne Perry for making the neighborhood watch signs.

 Reminder please place house numbers on homes.

Ladies Club:

 Everyone is invited to the Ladies Club meeting on April 2nd.

 The Ladies Club made a donation to the Lakes & Dams maintenance.

 Everyone is invited to the Ladies Club Community Spring Dinner on April 6th at 6:00 p.m.

The motion was made and seconded to adjourn the meeting at 9:12 p.m.
