August 3, 2020

The Board of Directors of Buena Vista Lakes Maintenance Association met August 3, 2020; at 7:00 p.m. Ned Plunk

called the meeting to order and Larry Moore led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Richard Gatlin, Diane Barber, Steve Shifflett, Al

Pethtel, Larry Moore, and Secretary-treasurer Christy Chavez. A quorum was established.

Association members present were: Martha James, Steve Pionk, Karen Moore, Donna Miller, Donny and Ann Plunk.

MINUTES: The Minutes of the Monthly Meeting of July 6, 2020, were reviewed by the directors. A motion was made

to accept the minutes, seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of July was reviewed. The motion was made to accept the

financials with no changes. The motion was seconded and passed unanimously.

Benovelance:

 Ms. Barber requested that the board look into assisting an elderly resident. The board agreed to look into how

to best help the resident with their needs.

Finance:

 Delinquent letters have been mailed out.

Neighborhood Watch:

 Ms. Moore dropped off the following DeSoto County Sheriff’s report:

 The new security system is ready to be installed

 There were 9 complaints for the month of July.

 Mr. Gatlin reported:

 1 incident of non-compliance of buttons

 Non-emergency security calls & concerns can be made to DeSoto County Sheriff’s Department at

662.469.8599.

Recreation: Pool, Ballfield, Playground:

Playground & Ballfield:

 Ms. Barber reported that she has purchased the Penetrol to paint over the playground equipment to aid in the

prevention of rust. As soon as the humidity subsides the work will proceed.

Pool

 No report

Clubhouse:

 Donny Plunk reported:

 There were 2 food trucks that came out in July.

 A dehumidifier was loaned to the clubhouse to improve the humid conditions.

 A special thanks was given to the Ladies Club for all their hard work on cleaning the clubhouse.Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Beautification:

 Mr. Pethtel reported:

 Two (2) citations have been forwarded to the county.

Permits

 Ms. Moore dropped off the following report:

 Resident emailed requesting information on a permit

 Met with a resident and gave information as to what is needed for a fence permit

 Met with a resident and gave information as to what is needed for installing a walkway to their front

door.

Greeter

 Ms. Campbell reported meeting with one family.

Mowing & Grounds

 Mr. Moore reported that the grass cutting is going well. There has been excessive growth due to all the rain.

 The parking lot lines are in need of repainting.

Maintenance: Lakes & Dams:

Lakes & Dams

 Mr. Shifflett reminded residents that the Orange Book only allows for up to 6 guests with a button allocated

for each guest.

 Mr. Shifflett reported:

 The voids have been filled under spillway number 1and is now complete. Spillway number 3 will

begin next week.

 A special thanks was given to Donny Plunk and Steve Pionk for their help.

 The board agreed that Steve Pionk and Steve Shifflett will conduct a beaver hunt on Rain Cloud

Lake. Notice will be placed on the board making residents aware of the evening in which the hunt

will take place.

 Complaints were received regarding an individual commercially fishing on BVL lakes. The board

agreed that the President send a letter to the home owner requesting that they cease commercial

fishing on BVL privately owned lakes.

 The board agreed that Mr. Shifflett work on a Standing Rule addendum restricting commercial

fishing and limiting noodles and trotlines on Buena Vista Lakes. Mr. Pionk agreed to speak with Mr.

Hal Moore on the subject.

 Cleaned up pier of derelict fishing line and hooks.

 Mr. Gatlin assisted in picking up all the bags of trash that had been cleaned up on common areas.

 Mr. Donny Plunk, Richard Gatlin, and Larry Moore assisted in filling ruts.

New Business

2020 Annual Meeting

 The board agreed that due to the current guidelines on gatherings the 2020 Annual Meeting would be conducted

by mail in ballot. Mr. Plunk made the motion that in light of Covid-19 and the state allowing BVL 2 years in which to begin on

the replacement of the spillways, the 2021 budget revert back to the 2019 budget. Mr. Gatlin seconded the

motion. The motion passed 7-0.

O.B. Bylaws, Standing Rules and DeSoto County Ordinances

 Mr. Shifflett voiced concern over individuals not observing O.B. Bylaws, Standing Rules and DeSoto

County Ordinances. Mr. Shifflett explained that as board members it is the board’s responsibility to uphold

the O.B. and DeSoto County Ordinances.

 The board agreed to have the BVL attorney explore what actions could be lawfully taken in regard to

uncooperative individuals.

The motion was made and seconded to adjourn the meeting at 9:05 p.m.
