The Board of Directors of the Buena Vista Lakes Maintenance Association met July 11, 2022 at 7pm at the
clubhouse. President Ned Plunk called the meeting to order and the meeting was opened with prayer by
Nathan Naramore.
Board Members present included: Ned Plunk, Kevin Cooper, Vicki Moore, Chris Vanelli, Nathan Naramore,
Kim Wood, Leigh Cornish and Kyle Cornish. Absent were Joel Bales, Melanie Turner, Barbara Campbell,
Larry Wilson, and Moriah Mozingo. A quorum was confirmed.
Association members present included: Austin Vincent, Donna Miller, Martha James, Kathy Fink, Diane
Barber, Janice Burchett, Donny Plunk, Shawn Witt of the Love Fire Department, as well as two of his staff
whose names I missed, and Ann Plunk, temporary secretary.
A collection for the Board Benevolence Fund was made by passing the hat. The current balance is $493.
MINUTES: The minutes of the June 2022 meeting were reviewed by the directors. A motion was made and
seconded to accept the minutes and passed unanimously.
FINANCIAL REPORTS: the Monthly Financial Statement for June was reviewed by board members via the
portal; a motion was made and seconded to accept the financial statements and passed unanimously. Since
the monthly meeting was delayed due to the July 4 holiday, the July Financial Statement is also available for
approval. A motion was made and seconded to accept the July financial details and passed unanimously.
Shawn Witt, the Chief of the Love Fire Department came and spoke to the group, noting that the fire hydrant
near the water treatment plant is broken, and they would be unable to fill their tanker truck from it. He
suggested that we request the new water company, Great River UOC LLC to repair it, although there is no low
that says a hydrant has to be repaired once placed. He reported that BVL has a Class 6 insurance rating now,
down from a Class 7 in November 2021. We have 300+ homes, with one fire hydrant and 4-inch pipes,
original from when the subdivision was started. If the hydrant is opened, the water pressure will go down.
The Love FD has one tanker (3000 gallons), a second pumper (1000 gallons) and a squad truck (300 gallons).
In an emergency, water can be pumped from the area lakes. Mr. Witt also gave a brief update about the fire
station; it is always staffed, and the county is looking at placing a second station towards the east side of the
county. Their call volume continues to go up, their recruitment went down during Covid, but they have a
tuition supplement program now, and are making staffing progress. It is always good to see Mr. Witt and his
staff come to BVL.
DIRECTORS REPORTS:
FINANCE: Moriah Mozingo remains out of town due to a family emergency; in her absence, the President
merely noted that all budgets for fiscal year 2023 are due before the August meeting so that they can be
voted on.
NEIGHBORHOOD WATCH: Kim Wood reported that there were 59 extra patrols for BVL in June, including a
suspicious person, reckless driver, Mr. Ben, questionable vehicle, etc.
RECREATION: Larry Wilson was absent and the pool is being maintained by Diane Barber, Kathy Fink, and
Cynthia Wilson this week. All appears to be going well although Ms. Barber reported that the recent wind
storm broke one of the new umbrellas. It was asked if the umbrellas could be put down every night. She also
noted that the current pool rope is frayed due to people standing and sitting on it and she will contact Larry
Wilson about purchasing a new one.CLUBHOUSE: Vicki Moore reported that the repairs in the sheet rock are done and painting is completed in
the repaired area. The BVL Ladies Club donated $1000 towards the repairs. There continues to be some sort
of issue with the air conditioning that may require a new AC unit. A ductless system was briefly discussed,
with it being noted that Nathan Naramore is an electrician and can help with wiring some ceiling fans and new
lights. The painter who did the initial painting in the repaired area is willing to give a quote to paint the entire
rest of the clubhouse. It was also noted that $68 in tips was made with the popcorn machine and snow cone
machine on July 4 which was turned over to the Ladies Club who rented the equipment.
ORANGE BOOK: Melanie Turner was absent but it was noted that additional editing is still to be done and
while we might have an unofficial version for the website, the entire revised Orange Book will not be ready for
a vote in October of this year. It was noted that perhaps one section could be done at a time.
BEAUTIFICATION: Leigh Cornish reported that the front signage area has been cleaned up. Chris Vanelli and
Melanie Turner power washed the stones and BVL resident Morgan Booth who owns a landscaping company
donated azaleas and mulch and did the planting for us. Please feel free to call her for any issues with
landscaping. Mrs. Cornish posed the question as to whether she continues to mail deficiency letters without
a fine schedule to attach. We need to follow up with DeSoto County on issues that have been turned in to
them. A question was asked regarding the 18-wheeler on Black Hawk Drive, as the County Supervisor says
he hasn’t heard any reports on that recently. It was noted that the truck continues to drive in and out of BVL
on a regular basis.
PERMITS: Chris Vanelli reported no new requests. Lot #156 has pulled a permit with the county, but did not
request on from BVL.
GREETER: Barbara Campbell was absent. A new resident, Andrew Dowdy, was noted to have moved in on
Black Bear Cove. Ann Plunk will contact Mrs. Campbell and try to set up times to go with her to visit new
residents when we are notified of house sales.
MOWING and GROUNDS: Kyle Cornish reported that all mowing is ongoing.
LAKES AND DAMS: Kevin Cooper, Nathan Naramore gave the report while Joel Bales was absent. It has
been a busy time, working on bids, working with Mr. Steve Wilson on the grant. We are about 90% certain
that we will receive a grant for repairs on dams #1 and #2 (our high risk dams). Nathan reported that the
deadline for the grant application is July 15 (this coming Friday) and we are waiting on 2 bids. At $105,000 at
the high end, 35% for BVL would be $36,750. A motion was made and seconded to move $15,000 to the
Lakes & Dams account (as required of us by the state of Mississippi) and passed unanimously. This brings
that account balance to $43,743.53 which will cover our 35%. It is very difficult to get contractors with bids –
but this grant is very helpful for our community financially and text updates will be provided to board
members as final numbers come in. It was reported that Thunderbird Lake will need to be lowered for the
repairs on the Green Duck spillway, perhaps as much as 5 feet, unless a contractor is available who utilizes a
cofferdam, which is very expensive just by itself. Lowering the lake will affect all wildlife, and will require
notification of lake residents, perhaps by certified letter. It will be a good opportunity to work on docks and
sea walls for those living on the lake. Refilling of the lake will be by rainfall only. The end of August and first
of September is usually the best time for appropriate weather for these repairs. Kevin Cooper noted that the
golf course is a great idea and useful for the property. The mowers are familiar with proper technique to use
for cutting the greens. We had several people make use of the course during the July 4 Closest to the Pin
Tournament. It was asked if we might open the property up to non-residents for a one-time tournament/
fundraiser at some point. It was also noted that the homeowner who had been arrested for vandalism on the
levees has yet to fulfill his required court obligations as specified by the District Attorney. Should we pursue
this? It could mean 30 days in jail for the homeowner, or should we let it slide. In the end, Mr. Cooper will
contact the DAs office and request a letter from him to the homeowner. Donna Miller questioned if we were
setting a precedent if we don’t pursue this. Back to the dams, the trees are not covered under the grant
funds. However, Mr. S. Wilson isn’t pursuing us needing to cut them back, as this is a gray area as to whether
we have to remove. Since we don’t have funds in the budget to allow cutting, perhaps the state will continue
to ignore it until our budget improves. Mr. S. Wilson did the official state inspection two weeks ago and didn’t
mention it, nor did he require it.
LADIES CLUB: Kathy Fink thanked all for their help with the July 4 celebrations but mentioned again the
need for a committee for this holiday in the future. Suggestions included hiring a food truck, moving the
parade to the back levee to avoid the fireworks area, the need for a budget, a committee, and a director in
charge, etc. The Ladies Club is not meeting in July but will discuss at the August meeting. We do plan to
host a September potluck.
UNFINISHED BUSINESS:Mr. Plunk gave an update on the court case lawsuit from Kyle Jones. A pretrial conference will be held on
July 28th at the courthouse. Please come if you can testify – Ned Plunk, Vicki Moore, Janice Burchett and
Ann Plunk indicated their ability to attend. And in case you forgot, the crux of the case is the Orange Book
statements on voting, whether it is 2/3 of the entire community or 2/3 or the votes cast.
Mr. Plunk also gave an update on the need for raising dues, as well as the need to pass an assessment or
request a permanent increase in the assessment. We are going to be in the red financially this year with our
budget and the first budget item cut will be the swimming pool, followed by the clubhouse. We must pay for
insurance, mowing, and lakes and dams, but all other items will be cut if we can’t meet our budget.
NEW BUSINESS: The nominating committee will need to make its recommendations at the August meeting.
The committee will be Vicki Moore, Janice Burchett, Nathan Naramore and Ann Plunk. Barbara Campbell
completes her term of office as does Larry Wilson and these two board members will roll off.
