MAINTENANCE ASSOCIATION, INC.

The Board of Directors of Buena Vista Lakes Maintenance Association met at the clubhouse on
Monday July 10, 2023. The meeting was called to order at 7pm by President Ned Plunk. Nathan
Naramore led the group in prayer.
A roll call of board members was requested. Board members present included Vicki Moore, Ned
Plunk, Melanie Turner, Kathy Fink, Nathan Naramore, Leigh Cornish, Joel Bales, DeLynn Conlee
and Jackie Hodges. Board members absent included Kim Wood, Chris Humphrey, Janice Burchett,
and Jeremy Conlee. A quorum is confirmed.
Association members present were: Ron and Gina Powell, 703 Chickadee Cove.
A Benevolence Fund collection was taken up. We currently have $894 and added $37 tonight for a
total of $931. We have had a request from a homeowner that she receive assistance in paying her
dues from the Benevolence Fund. After a brief discussion, given the precedent that this would set
for the fund to pay for multiple residents, we will not pay dues with the Benevolence Fund. If we
can assist in any other way – food, utilities, medications, etc. we will do that.
MINUTES: The Minutes of the Monthly Meeting of June 2023 were read (emailed to board
members previously). Motion by Nathan Naramore to accept the minutes as presented and seconded
by Vicki Moore. Motion passed unanimously.
FINANCIAL REPORTS: The Monthly Financial Statement of May 2023 and June 2023 as
provided by the Keith Collins Company were reviewed. The motion was made by Nathan Naramore
to accept the two months’ financials with no changes (despite ongoing concerns of mowing billing)
and seconded by Vicki Moore. The motion was seconded and passed unanimously for both May
2023 and June 2023.
Finance:
• Finance Director Vicki Moore reported a lengthy conversation with the insurance
company in Batesville (Caldwell Insurance). They have no issue with our planning to
convert the small lake behind the clubhouse back into a swimming lake. But if we do
this, they will not pay out any claims on it since we have posted the lakes as “no
swimming”. For our insurance totals, we spend $3000 on a policy to cover directors and
officers from lawsuits, $9118 in General Liability for $1 million coverage, $4450 for
Umbrella Liability for $2 million and $2303 for property coverage for a total of $18,871
annual premiums.
Neighborhood Watch:
• In the absence of Kim Wood due to illness, her report was read by Ann Plunk; 73 extra
patrols, clubhouse trespassers reported fishing (had wristbands); Chickadee Cove,
welfare check (everyone ok). Crazy Horse Cove – trespasser fishing on private property,
Thunderbird Dr E/Thunderbird Dr N – suspicious vehicle.
Recreation (Pool, Ballfield & Playground):
• Recreation Director Jackie Hodges reported that more pool chemicals have been bought;
her husband Caleb installed lights in the pool shed. All seems to be going well for the
pool. The gate needs repair and receives multiple reports of difficulty each week. Ned
Plunk has four wrought iron chairs that he will donate to the pool. Kathy Finkquestioned why no slant was installed on the new sidewalk – it was squared to the
parking lot bumpers. For the gate, Nathan will look at the hinges.
Clubhouse:
• Clubhouse Director Melanie Turner reported on rental on July 15. She has received her
new keys for all the doors.
Orange Book
• Orange Book has no director due to ongoing lawsuit. We have had no update from our
attorney on the appeal status. We had hoped to clarify all this prior to the Annual
Meeting in October, and since we will need to rewrite the entire document regardless of
the lawsuit, Joel Bales made a motion to rewrite the entire Orange Book, for
clarification, including attorney oversight. Motion was seconded by Melanie Turner.
The vote on the motion was tied 4-4 and required a tie breaker vote by President Ned
Plunk who voted in favor so motion passed 5-4. Lengthy discussion!
Beautification:
• Beautification Director DeLynn Conlee discussed 8870 Bob White, as well as two other
properties. It is noted we are an R-1 subdivision, and are governed by DeSoto County
ordinances for R-1.
Building Permits
• Building Permits Director Leigh Cornish reported one request for a boat permit for a
motor larger than allowed on our lakes (new resident Greg Sellers). Motion by Nathan
Naramore and seconded by Vicki Moore to grant the permit; motion passed
unanimously.
Greeter
• Greeter Director Janice Burchett was absent but has requested stamps and envelopes.
Mowing & Grounds
• Mowing & Grounds Director Chris Humphrey was absent, but it was noted that the
small common property at the base of Black Panther by the small dock is not being
mowed. Since no one is apparently using the “golf course”area behind Thunderbird
Lake, the flags and stones will be removed for ease of mowing.
Maintenance: Lakes & Dams:
• Lakes & Dams report as follows: Nathan Naramore had nothing to add this month. Joel
Bales reported seeing swimmers in Rain Cloud Lake. The pumps for the lakes will
require an electrician to check for ability to use. Joel will contact Steve Shifflett. For
now, it would be one pump (nearest to clubhouse) for 3 months each summer at
approximately $120 per month. The boat ramp area on Rain Cloud still needs repairs,
and we need to confirm out ability to lower one lake every other year to allow residents
to work on their sea walls or docks with lower water levels. Would this be a one-time
assessment or require a dues increase? To re-stock fish, the money will be requested in
the 2024 budget, but it is best to stock in the late winter or early spring.

Ladies Club
Ladies Club President Kathy Fink reported on a successful July 4th celebration. A few
changes were made in the timing of events, and perhaps we need to go back to 6pm next
year. There were 62 cakes donated for the cake walk and the Ladies Club provided
popcorn, cotton candy, snow cones, and drinks. We need to work on increasing crowd
participation, and Board members are encouraged to attend and participate in community
events. The next event will be the Potluck Dinner on Saturday September 9 at 6pm.
Unfinished Business:
* A digital thermostat for the clubhouse will cost approximately $30 for a Honeywell.Melanie Turner will investigate.
* Green Duck dock needs to be stained, or at least sealed with a water repellant. This
needs to be done at the end of the summer.
* Pool lights are done; Kathy Fink will look for a fan, and the clock probably needs
batteries.
* Fishing net – Jeremy Conlee was absent tonight.
* Lawsuit – Ned will follow up with Derek.
* NMTA/ACE – the new Memorandum of Understanding has been written, without
including our two volunteers. Copies will be emailed to the board, but Jeremy feel like
we got all that we asked for.
New Business:
* All board members are reminded to turn in their 2024 budget requests.
* For the upcoming October Annual Meeting, all delinquent dues and fees must be paid
by end of business day on Friday September 29, 2023, and the Finance Committee
be notified in order for that property owner to be allowed to vote.
* August notification mailout committee – Ned Plunk, Vicki Moore, Ann Plunk, Nathan
Naramore, DeLynn Conlee and any community volunteers we can find.
The motion was made by Nathan Naramore and seconded by Vicki Moore to adjourn the meeting at
9pm.
