MAINTENANCE ASSOCIATION, INC.

DATE: Monday April 6, 2026

The Board of Directors of Buena Vista Lakes Maintenance Association met at 7:02 pm at the clubhouse and was called to order by President Caleb Hodges.

A roll call of board members was requested. Members present included  Caleb Hodges (President, Mowing),  Charles Camarato (Permits) by phone, Teri Rowell (Finance & OB), Carla Tartera (Beautification, Acting Secretary), Kevin Cooper (L&D), Sommer Albright (Recreation), Kiley Brougham (Clubhouse).   Absent: Joel Bales (Security, VP)

Property Owners/Guests in attendance: Plunk, Clayton, Fink , Stewart, Burchett (print extra copies for box/non computer ppl)

Benevolence Collection was done.  New Total:  $892 ($25 collected)

MINUTES:  The Minutes of the Monthly Meeting Minutes of February by Kiley. Carla 2nd. Approved. Small discussion on rental mailouts being certified.  March motion to approve by Carla, Kevin 2nd. Approved.  

FINANCE: The Monthly Financial Statement of Feb 28 via EZR management company was discussed. Teri motion to move to accept, Teri has follow up questions.  Kevin 2nd. Unanimous. Directors responsible for checking monthly financial reports via EZR portal.  Homeowners have access to the monthly financials via the EZR portal.  Ending Bank Account Balances as of 2/28/26: $62.9 Operating Account;  $44k Money Market Account. 2. Collections total as of 2/28/26 is $26.9k 2025..  ISF fee is posted to the homeowner account.  Electric is $589.  Annual pest $304, possibly for one treatment, the guy was sent for a quote but ended up doing work, laying traps, sprayed for bugs  and treated for mice – around Christmas time.  Carla motion to approve finance, Kiley 2nd. Approval.

Recreation (Pool, Ballfield & Playground):

Caleb installed a pump. Memorial Day weekend to open.  Plans to get cover off.  Summer to schedule volunteer date, sometimes weekdays are successful – deadline is 3 weeks prior to Memorial Day.  Discussion on volunteer waiver.

     Clubhouse

No March rentals.  Bathroom ceiling repairs April 8-13th 2 days.$3321. May 16 rental is next  $4250 / quote. Income to date $3.2k

Orange Book

Notary for lot 102 & 103 needed.   Voting procedures for new OB Bylaws clarifications and Covenant revision reviewed by Teri.  Suggesting new 60 days bylaws to review / notice.  Teri working on letter – and discussion on bylaw changes and how to vote.   Rental violations sent to EZR for certified mailout – budget is $250. Letter with mail-out ballot for Protective Covenant Amendment is ready – need to select date for return ballots, for which we should have someone at the Clubhouse to receive ballots from like 5:30 to 7:30 and can they be dropped at Clubhouse.  Teri is getting conflicting info on covenant change, recommended to go back to attorney about the new Bill intro to MS house about taking to court with public notice, copy in BVL email on attorney conversations.   

Beautification

25 violation letters sent out in Feb – majority was parking violation.  Requesting to send to BVL for pre-approval prior to mailing. Carla asked for any EZR concerns about leaves, unkempt properties be sent to us. Cannot find a budget for mailing compliance letters.  All directors can see the violations on app – directors can also report violations via app.

Building Permits

Director removed security guard kiosk electrical circuit box. New circuit box equipment, waiting on Entergy 4/15.

Approved via email permit vote:  1 – 573 Thunderbird Dr S, viewed property for owners to verify HOA rules and property lines for installation of small shop. Received application.  Do not see any issues regarding setbacks noncompliance.  5 votes approve, Charles Kiley Sommer Carla Kevin. 3/18/2026

Mowing & Grounds

Easter mowing discussed for common areas. $175.  Regular schedule to resume soon.  

Maintenance: Lakes & Dams:

Volunteers for dock removal. Will put the sled sign back up.  Got gravel pads laid by the county, doubled size.   Erosion control, put up a silt fence on Green Duck. Derelict boats removed and one boat by Black Panther, going to drag out. Kevin reached out to Barry/EZR – Lot 40 Kevin to look into EZR attorney fee for fixing or to the state. Encourage directors to turn in violations & work orders via app.  Wants to check on the pump for filling the water back up on levees, discuss with Shiflet.  Water line going into the lakes, violation questions if gray/sewage water related – house garage doors – and should be reported to county.  The issue was reported by Childress, heir.  Fence/Cable perimeter for lakes/levees, county said was ok with 3’ setbacks, with quote: TB South is $20k, and GD is $9.9k.  Wants to use the money market for these enhancement, repairs – Teri mentions this is a reserve for emergencies. Kevin requested a vote on GD 9.9k, Kiley requested 3 quotes. Pitched annual fishing pass for outside fishing but Teri mentions Orange Book prohibits it as community use only.

Ladies Club:

Kathy reports on upcoming spring events, memorial day and 4th – casserole sale was successful, still have t-shirts and boston butts for sale.  

Unfinished Business (15 – 20 min)   

  1. Docks –  removal on hold pending volunteer letter
  2. No Parking on Grass signage for levees – determine need if we have a fence.
  3. Lot 102 & 103 – Caleb to get notarized.
  4. Clubhouse Wifi – 1.2k per year, table until ATT fiber installed  
  5. Clubhouse ceiling/bathroom repairs complete this month.
  6. Clubhouse HVAC – (KB) – split units for humidity remediation  (Sommer quoted)
  7. Clubhouse Mice – block holes, stop access from outside – exterminator found hole.  Table for volunteers.
  8. Residence Running businesses in BVL, car restoration.  Turned into Benny Hopkins.  Send violations to buenavistalakeshernandoms@gmail.com for county reporting.  Joel is working w/Benny
  9. Golf Cart Community – Unanimous vote by County supervisors, passed house and senate, resolution next county board meeting April
  10. Third Rental Violation letter approved and sending letter certified.
  11. Review of covenant letter – discuss bylaw amendments, dates for Q&A, Teri making edits -possibly engage McNairy advised to send to attorney Dinklesfield or Brad.
  12. Vote on Bylaws at annual meeting, Teri Caleb suggest use annual meeting for changing the bylaw,  Line item per each bylaw. 
  13. Clubhouse structure issues.  Table. 
  14. Guard Shack / Shed damage – Charles installed new case for meter base, new fuse box and electrical for inside – waiting on Entergy install  
  15. Entergy Street lights – Kevin investigating, Teri confirms the cost with Entergy $158 monthly.
  16. Dilapidated boat removals, options, penalties. (Kevin)
  17. Volunteer release Joel started but Kevin completed – need following up with EZR/or anyone?
  18. Reactivate swimming hole discussion, asking to move this to committee for recommendation

New Business (20 minutes)

  1. Donna Clayton committee for fireworks update.  Bucket drop dates. Boat parade on lower lake.
  2. 8750 business was approved by board of advisors – notification was supposed to be sent to addresses within ¼ mile to attend Jan hearing – HOA did not get notification. Carla investigates.
  3. Playground equipment review with Kevin/Joel
  4. Picnic tables removed, not replacing unless we find cheap option.
  5. Laughter quick sale, for rental to look into grandfather exception – EZR to send notification.
  6. Gray water issue – Kevin has not heard back from Childress, heir.
