The Board of Directors of Buena Vista Lakes Maintenance Association met at 7:00 pm at the clubhouse and was called to order by President Caleb Hodges.
A roll call of board members was requested. Members present included Amy King (Welcome Committee), Teri Rowell (Finance & OB), Caleb Hodges (President, Mowing), Sommer Albright (Recreation), Kiley Brougham (Clubhouse), Joel Bales (VP & Neighborhood watch), Carla Tartera (Beautification, Acting Secretary). Absent: Kevin Cooper (L&D), Charles Camarato (Permits)
Property Owners in attendance: Stewart, Clayton, Powell, Lot 100. 392 Thunderbird (confirm on list)
Benevolence Collection was done. New Total: $822 ($17 collected)
MINUTES: The Minutes of the Monthly Meeting Minutes of November were reviewed and approved with changes updated to benevolence. Kiley motion, Joel 2nd. Unanimous.
FINANCIAL REPORTS: The Monthly Financial Statement of August September October November 2025 via EZR management company was discussed. Teri Motion to move to accept all four months. Discussion about assessment donations. Kiley 2nd. Unanimous. Directors responsible for checking monthly financial reports via EZR portal.
Finance:
Nov 30: 28k in operating 44k in the money market.

No December rentals, none planned for January. EZR has gotten in contact with Jon Tyler, but ceiling work has not been scheduled yet.

Wristbands 2026 received and dates scheduled for pick up – Jan 12, March 23, April 20, May 18.
The proposed date is May 18 for vote on covenants, special meeting. Suggested to move to Saturday to get more votes, live signatures. QR code for landlord info added to the web soon. Covenants do not allow businesses in residential areas – including BVL – annoyance, disturbance to neighborhood, nuisance laws are subject to the county laws and will be reported – BVL is zoned R1, 1973 zoning ordinance properties cannot be used commercial purposes, special use permits are allowed id compatible to surroundings and 5 acres or more. Accessory buildings allowed but not for producing or procuring products for the public. All home businesses, owners conducting businesses that bring in traffic -required to be registered and licensed. This includes parking restrictions – driveways have restrictions, set backs and extensions, parking pads – no vehicles or equipment can be parked on grass, 1973 says nothing can be parked in the front yard unless it sits on a paved parking, paving stones, no more than ¼ inch drive. It appears the county is approving gravel despite zoning, reaching out to Benny. Nothing larger than 300 or 350 unless temp basis for delivery or lot improvements.

No new updates.
Maintenance: Lakes & Dams:
Both fishing piers on Thunderbird Lake remain closed and condemned. Now begin formulating a plan to replace the pier located near the boat ramp on Thunderbird Lake.
Additionally, as a result of the high winds we experienced a couple of weeks ago, the American flag on the fishing pier was destroyed. I have since purchased and installed a new mounting support system made of metal, which should provide greater stability and resilience in higher wind conditions.
I have also observed several disabled boats on Thunderbird Lake, including one that has sunk. These vessels appear to have been in place for an extended period and should be addressed. I believe it is in the best interest of our community to remove these eyesores from the lake.
Over the next couple of weeks, I will also be organizing volunteers to assist with repairs to the electrical conduit box at the guard shack located at the entrance.
Ladies Club:

- Website updates: Rental Forms, Events, Minutes, Standing Rules, Bylaw 20 to be added to the new website + Contact names, main contact is buenavistalakeshernandoms@gmail.com or buenavistalakes.com contact form.
- EZR communications – newsletter, approvals from us before sending mass communication. Kevin discuss newsletter.
- Levee Damage reimbursements – Teri sent letter to collect $500, owner refused to pay despite facebook acknowledgement and an email to the board, police report is incident # 2024-0089055. Kiley motion to drop, Teri second. 4 yes, 1 no. 1 abstain.
- Docks – staining 2nd round, removal
- No Parking on Grass signage for levees / Levee parking, need to order – L&D
- Lot 102 & 103 – Caleb to get original for county records recording.
- Neighborhood Watch revitalization – Amy gave info to Joel
- Clubhouse Wifi – 1.2k per year, table until clubhouse bathroom repairs done (KB) – discussed benefits of more flexible avails for community and directors.
- Clubhouse ceiling/bathroom repairs. Last month approval of repairs discussion to use operating funds to repair, will use left over funds from mowing (1 cut , $1700 ish) – looking for additional funds in the budget.
- Clubhouse HVAC – (KB) – split units for humidity remediation (Sommer quoted)
- Clubhouse Mice – block holes, stop access from outside – exterminator found hole. Table for volunteers.

- Golf Cart Community – Unanimous vote by County supervisors, next legislature meeting January
- Julie Bales spearheaded the petition and Ann Plunk reports Robert Foster spoke up for the Golf Cart community in BVL, Tuggle supported as well. Since this is a neighbor let project Ann and Julie request that members stay informed and reach out to McLendon (pending election results) to ensure support in January
- Third Rental Violation letter approved and sending letter and list to EZR. The next step is legal action. QR code.
- 2026 budget is not approved but we are not bound by 2025.
- The fountain by the dock proposed by Kevin is declined, removing from unfinished. Unanimous.
- Clubhouse structure issues. Table.
- Guard Shack / Shed damage
- Electric co company contacted the damage for the guard shack, remount meter

New Business (20 minutes)
- May Special meeting to update the covenants, requiring property owner votes set for May 18. tabled.
- Volunteer release, 18 yo, parent or guardian – and Kiley edits, then can review again with atty or EZR
- Security Cameras upgrade – date issues, power issues – remove due to not having money.
- Entergy street lights, research turn back
- Kevin investigating dilapidated boat removal options, penalties
- Reactivate swimming hole, to flow over and benefit lakes. Running in summer will keep flowing thru all lakes, concerns over current property flooding. Table.
