MINUTES OF MONTHLY MEETING

May 6, 2019

The Board of Directors of Buena Vista Lakes Maintenance Association met May 6, 2019; at 7:00 p.m. Ned

Plunk called the meeting to order and Mike Willey led the assembly in prayer.

A roll call of board members was requested. Present were: Ned Plunk, Richard Gatlin, Mike Willey, Kathy Fink,

Jo Ann Yager, Yvonne Chaney, Theresa Walters, Vicki Moore, Barbara Campbell, Steve Shifflett, and

Secretary-treasurer Christy Chavez. A quorum was established.

Association members present were: Al Pethel, Rosalie Costello, Steve Pionk, Sondra Raley, Dick Chaney, Stan

Harris, Janice Burchett, Chris and Kathy O’Neal.

MINUTES: The Minutes of the Monthly Meeting of April 1, 2019 were reviewed by the directors. Motion was

made to accept the minutes as presented. The motion was seconded and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of April was reviewed. The motion was made, to

accept the financials with no changes. The motion was seconded and passed unanimously.

Finance:

 Ms. Rowell emailed her report, thanking the Ladies Club for the kind birthday card.

 Ms. Rowell expressed her appreciation and gratitude for Ann McCormick and her husband Sam as they both

served BVL faithfully for many years and should be remembered with honor by the BVL community. She

asked that Joyce Estes be remembered as she was always very kind with a smiling face, and she and her

husband, Lloyd, participated with their attendance and input at BVL meetings and special events for a long

time.

 Update on collections:

 Lot — – Mississippi judgement has been enrolled in Tennessee, and service of process has not been

accomplished at this time, but it is in the hands of a process server.

 Lot — has paid what they owed through the attorney’s office and the funds are enroute to the

association.

 Lot – is still making its way through the Bankruptcy Court, the association should start receiving

payments soon.

 Two judgements are already obtained:

 Lots — and — attorney tried to run an asset search, but the company found an error when they tried

to run his name. The resident has no income.

 Lot —asset search completed, however there are no assets that can be attached. Wife has died and

husband is dying.

 Seven new judgements are being pursued.

 Button Day May 18th 7:00-10:00 a.m.

Neighborhood Watch:

 Mr. Gatlin asked if there are specific times that boaters are/are not allowed on the lake. It was stated that

according to the Orange Book, boater times are not regulated on the lake as long as the resident/residents are

not disturbing the peace. Mr. Willey reported a possible squatter situation in a vacant home. The secretary agreed to follow-up with

the homeowner for more information.

Recreation: Pool, Ballfield, Playground:

Playground & Ballfield:

 Ms. Barber emailed her playground report citing mole holes that need attention, there is some rust on the

monkey bars and swings that need attention, and some sticks and twigs that need to be removed.

Pool

 Ms. Fink reported that the pool cover is scheduled to be removed on May 21 @ 10:00 a.m. Chemicals will be

purchased at that time.

Clubhouse:

 Jo Ann Yager reported 1 rental.

 The air conditioner was inspected and everything looked good. Total cost $75.

 A generous resident volunteered their time and paint to paint the clubhouse handrails.

 Four dollars and eleven cents was spent on soap.

Publicity: Orange Book, Beautification/Sanitation/Building Permits & Greeter:

Orange Book

 Ms. Chaney reported to the board that she had seen the pool umbrellas on the trash pile for pickup. She was

concerned as to who had thrown away items without board approval. Ms. Chaney explained that any items

needing to be removed from the inventory list should be brought before the board as, some items such as the

umbrellas, are used as parts due to the cost of $1,000 to replace each pool umbrella.

Beautification:

 Ms. Walters reported that she is currently working with the Health Department on a septic issue and with Austin

regarding derelict automobiles.

Permits

 Ms. Moore presented a permit request for a hobby shop on a resident’s additional vacant lot. The board

approved the permit 9-0.

 A second request for a roof addition to an existing patio was requested. The board approved the permit 8-0.

Greeter

 Ms. Campbell reported visiting with two families.

Mowing

 Mr. Moore emailed his report saying that he had spoken with David Woolever regarding some mowing

concerns. Mr. Moore is scheduled to meet Mr. Woolever on Wednesday, May 8, 2019 to discuss mowing

concerns.

Maintenance: Lakes & Dams & Mowing:

Lakes & Dams

 Steve Shifflett reported on the following items:

 An “Attention” sign was placed on #2 dam by the dock and the spillway.

 Wood ash was spread over gravel and Portland cement was used to fill holes at boat ramp

area.o On April 6th a Lakes & Dams work party was formed. Larry Moore, John Harmon

and John Harmon’s son worked on the pumps, cleaned out the Lakes and Dams

storage shed. Some items being stored were thrown away. Mr. Harmon had Mr. Dan

work on the water pump, pressure washer, and chainsaw.

 The water pump was repaired.

 The chainsaw could not be repaired.

 The pressure washer pump is cracked.

 In order for the pumps to run, the following is needed:

 Pump 1 is okay, but the controller is bad.

 Pump 2 located at Bob White is running okay, however the meter socket is

in need of repair. The 100 amp breaker needs to be changed to 20 amp/3

pole.

 Pump 3 located at Green Duck is running okay, however the controller

needs to be cleaned. Mr. Shifflett asked Mr. Harmon to keep receipts if any

parts are purchased for the repair so that he could be reimbursed.

o Richard Gatlin, Chris Underwood Larry Moore and Nolen Underwood assisted Mr.

Shifflett in cutting down trees, brush and remove the roots on the southside of

spillway on dam #1. This area is now ready to be maintained by mowing service.

 An abandoned telephone pole washed up at the boat ramp and was utilized as a barrier to

keep individuals off the grass at the common area.

 Inspections were conducted on all spillways after a couple of days of heavy rain. Water going

over #3 measured 6” deep.

 Mr. Gatlin assisted in erecting posts and signs blocking off spillway #2 to prevent launching

on the spillway.

 The streetlight at the new boat dock is now working.

 Larry Moore was contacted because the mowers had not mowed on the southside area that

had been cleared.

 Larry Moore assisted with cutting stumps, drilling holes and pouring stump degrader on the

stumps.

 Individuals were stopped for not having buttons and not having boat numbers on their boat.

Ladies Club:

 Upcoming Ladies Club events:

*Ladies Club meeting will not be at the clubhouse for the month of May.

4th of July:

 Mr. Plunk asked if the board would set an approved amount to spend on the 4th of July food. Ms. Walters

made the motion to allow up to $450 to be spent on the 4th of July food, Ms. Yager seconded the motion. The

motion passed 7-0.

 Mr. Plunk asked individuals to volunteer to cook, and individuals to loan out the use of their grills and

coolers.

The motion was made and seconded to adjourn the meeting at 9:11 p.m.
