BUENA VISTA LAKES MAINTENANCE ASSOCIATION, INC. April 4, 2022

The Board of Directors of Buena Vista Lakes Maintenance Association met April 4, 2022 at 7:00 p.m. Ned Plunk called the meeting to order and the assembly was led in prayer by Larry Wilson.

A roll call of board members was requested. Present were: Ned Plunk, Moriah Mozingo, Kimberly Wood, Larry Wilson, Vicki Moore, Leigh Cornish, Kevin Cooper, Kyle Cornish, Nathan Naramore ,Melanie Turner, Chris Vanelli, and Joe Bales. A quorum was established.

Association members present were: Diane Barber, Kathy Fink, Ann Plunk, Steve Shifflett, Janice Burchett, Donna Miller, Kyle Jones, Jami Wills, Bill Furness.

MINUTES: The Minutes of the Monthly Meeting Minutes of March 2022 was reviewed by the directors. A motion was made by Joe and seconded by Vicky to accept the minutes and passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of Feb. were reviewed by board members via portal and passed unanimously. The motion was made by Nat and seconded by Chris and passed unanimously.

Finance: Benevolent funds (Donations). As of 4-4-22 balance is $940.
Sycamore bank sent a statement showing $28,741.50 for the lakes and dams savings account. All these policies are paid up for the year.

We have a $25k fidelity bond at Embry insurance $165/ per year (Honesty bond covers 5 people put in place in 2005.)
And 4 insurance policies at Caldwell
1. General liability $8553/ per year. Limit is up to $2 million.

2. Umbrella liability $4070/ per Year. Limit is up to $1 million.
3. D & O (Directors and Officers)-$2936/ per year. Limit is up to $1 million 4. Commercial Property $1766/ per year.

a. Clubhouse – Bldg. $1215/per year.Limit is $135k. Contents $63/per year Limit is $7000. b. Pool House- Bldg. $27/per year .Limit is $3000. Contents $90/per year Limit is $10k
c. Storage Bldg. 1-$63/per year. Limit is $7000.
d. Storage Bldg. 2- $54/per year. Limit is $6000

Delinquent dues Update- $68k owed as of last Friday April 1st.- Balance as of today April 4th is $57k. $11k paid in over the weekend.

Keith Collins has a procedure set in place to send a balance due letter out, then 30 days later a collections letter, then 30 days later a lien will be put on the property.

Vicky made a motion to vote via portal on non-recurring expenses in excess of $ 750. Motion passed.

Neighborhood Watch:

  • Ms. Wood reported 8 extra patrols by the Sheriff’s Department.
  • Arrest made for riding ATV on levee
  • Attempt to Locate vehicle call
    Non-emergency security calls & concerns can be made to DeSoto County Sheriff’s Department at 662.469.8599. Recreation (Pool, Ballfield & Playground):

• Mr. Wilson reported:
o Larry will clean up pool area on April 9. He shouldn’t need help then but will need help on April 23rd to

remove pool cover.

Clubhouse:

• Ms. Moore reported:
o Third bid is in the works for the repairs needed to clubhouse. Vicki thanked Leigh for her work in the

plant beds around the clubhouse. A dead possum was removed from the premises.
o Discussion to post a Facebook post looking for local folks to provide HVAC preventative services for

Air conditioning and heating at the club house.

Orange Book

  • Motion by Vicky to eliminate standing rules #17 in BVL orange book to take effect immediately and grandfather in current renters. Vicky read standing rule #17.(This rule deals with renters) Leigh seconded. Vote is 9 for yes. 2 for no. Vote passes.
  • Nat made a motion to send 2 drafted pages concerning a *fine schedule letter* for breaking HOA orange book by law violations to our lawyer Brad Palmertree for review ‘Before’ we vote on it. Kim seconded and the vote passed unanimously.
  • Keith Collins requested clarification on distributing wrist bands. Per orange book, each lot receives 2 bands and each owner on the deed receives one. Any minor child living in the house receives one. Discussion to possible change this rule revealed that only an annual meeting vote can change it. Beautification:

• Ms. Cornish reported:
o No letters were sent out this month. She stated until we can vote on the *fines schedule letter*sent in to

the lawyer for review, it might be futile to send the beautification letters out.

Permits

Ms. Vanelli reported:
o Kyle Jones has a permit to build a fence. Motion passes.
o Steven Pionk has a permit to move a pre-existing shed to a different location. Motion passes

Complaint given to permit chair concerning Rif rap at house at end of black hawk on Green Duck// Discussion if Orange book addresses this. Concensus, orange book does not address this

Greeter

• Ms. Campbell reported:
o Barbara was not at meeting due to health issues. No report given.

Mowing & Grounds

• Mr. Cornish reported:
o Due to common grounds being too wet, a partial cut occurred.

Maintenance: Lakes & Dams:

  • The required paperwork of Invoice, W9 and proof of insurance was submitted to Keith Collins via email concerning the new pier construction. (General liability insurance is up to $1 million dollars for construction.
  • Contractor stated water temp too still too cool, possibly next week they can begin construction on green duck pier. Ann Plunk and others informed the board of huge crater developing in the dip on Green Duck levy. Kevin will check on it and call the county tomorrow. We can go to the county website and set up an acct to report a problem.
  • New boat ramp area (Rain cloud) has several issues bought up by steve shiflett. (Street light out, cross tie in lake, etc.)
  • Priority based on Engineer data is: Spillway that dumps into thunderbird lake is beginning to buckle a bit.
  • No info from Engineer (Steve Wilson) about our grant? We need to check on that grant relative to our new budget.
  • President stated we need to get all funds available and review budget to see about u pdating the new budget to reflect that.
  • Nat stated we have possible funds available: 28k lakes savings 45k general funds 40k delinquent dues. Ladies club president Kathy Fink spoke of:
  1. The Spring Potluck was a huge success. A lot of work but the ladies felt that everyone who attended had a great time (Great food, great entertainment and great fellowship.) She wishes that more of the board members could attend.
  2. She also stated the club would like to know if the board knows of anyone in the community that would benefit from a get well card or a prayer chain to please let her know. The ladies would like to help\ In the near future: Frozen casserole and egg hunt this sat April 9 at 1.Drop off for casseroles and baked goods is noon sat. Suggestion was made to mail out newsletter to advertise of ladies club events ,etc.
    Suggestion was made to put the events on face book earlier so folks can try to arrange their schedules to attend.
