MAINTENANCE ASSOCIATION, INC.

DATE: April 3, 2023

The Board of Directors of Buena Vista Lakes Maintenance Association met Monday April 3, 2023 at 7pm at

the clubhouse. In the absence of the president, the meeting was called to order by Vice-President Vicki

Moore. An opening prayer was led by board member Nathan Naramore.

A roll call of board members was requested. Members present include Joel Bale, Janice Burchett, Kim Wood,

Kathy Fink, Nathan Naramore, Vicki Moore, Jackie Hodges, Jeremy Conlee, Melanie Turner, Leigh Cornish,

Kyle Cornish and Ned Plunk (tardy). Member absent was Chris Humphrey. A quorum was established.

Association members present were: DeLynn Conlee.

An update of the Benevolence Fund reports a balance of $796 if anyone is in need of funds.

MINUTES: The Minutes of the Monthly Meeting Minutes of March 6, 2023 were presented; motion by

Nathan Naramore to approve as presented and seconded by Kyle Cornish. Motion passed unanimously.

FINANCIAL REPORTS: The Monthly Financial Statement of February 2023 from Keith Collins

Management was reviewed. The motion was made by Nathan Naramore to accept the financials with no

changes. The motion was seconded by Kim Wood and passed unanimously.

Finance:

• Finance report as follows: Kathy Fink reported recent data showing 59-62 lots unpaid in dues, 7

properties with liens, 19 properties in collections. There are 85-88 properties total outstanding

with a balance owed for ~ $41,785. HOA insurance continues to be a work in progress with

$2303.77 paid to Taco and an additional $13,000 paid to Caldwell Agency. This should complete

the insurance payments 2023 and we continue to search for better prices. $2 million general

liability is $8553, $1 million general umbrella liability is $4000, $1 million protection for

directors is $3000. Holland Insurance in Olive Branch who covers Bridgetown Lake

Community has stated they can’t do better with costs. Joel Bales will provide an insurance

agency to Vicki Moore for additional follow up. The Ladies Club has agreed to give up the

rental income on the shed(s) in the parking lot and this income will revert to the Clubhouse

beginning in June 2023. Motion by Nathan Naramore and seconded by Melanie Turner to apply

rent checks to the clubhouse with money going to the board; motion passed.

Neighborhood Watch:

• Neighborhood Watch report as follows: Kim Wood reported 48 extra patrols in March 2023,

including items such as family disputes and welfare checks.

Recreation (Pool, Ball field & Playground):

• Recreation report as follows: Jackie Hodges expressed her desire to resign as Recreation Director

based on lack of proper training and incomplete information. She attended Pool School with

Memphis Pool on April 1, and they recommended that she not attempt to manage a large

community pool without better financial support and better community support. For now, Kathy

Fink will take over as Recreation Director with Jackie Hodges assisting and learning. Contact

has been made with Splash Pool, Memphis Pool, and Leslie’s Pool. A plan is being established

for recorded chemical testing and vacuum schedule. A new chlorinator is needed. Joel Bales has

had experience with a pool and is available to help. We can get quotes on a professional pool

company to maintain the pool and see if it fits into our budget, as well as get a company t come

out and prime the pump. There has been one request to potentially utilize the ball field for a

softball practice.

Clubhouse:

• Clubhouse report as follows: Vicki Moore reported one rental. Discussion on a vapor barrier

protective layer underneath the clubhouse. A plastic layer under the main portion will cost $900.

Mr. Matt Wade can provide an attic access in the hallway outside the bathrooms for $300. Ifpulldown stairs are added, the cost goes to $1200. The cost of a ridge vent (64 feet) on the roof

peak is $1200. Since the attic access is below $500 threshold, it will not require a board vote.

Melanie Turner made a motion that we proceed with the moisture barrier underneath the

clubhouse as a cost of $900. Kyle Cornish seconded the motion. The motion passed with one

Nay vote. Concrete quotes so far are $5100 (Javier Sanchez via Vicki Moore) to replace the

stone sidewalk that is crumbling. $5250 (Cimarron Construction/Jeremy Blythe) which includes

the sidewalk along with four concrete pads for the picnic tables. We are still seeking one more

concrete quote.

Orange Book

• Orange Book report as follows: Melanie Turner reports no action due to still ongoing pending

litigation. It has been strongly recommended to the HOA Board to have an attorney-mediated

legally sound re-write of the entire Orange Book including CCRs at the earliest time possible to

prevent further lawsuits. Quote from Derek Whitlock (Memphis) is $275/hour needing 5 to 10

hours. Hernando attorney Brad Palmertree recommends waiting on the outcome of the current

lawsuit but states this will be a difficult task. Quote from attorney recommended by Keith

Collins Company starts with $350/hr and initial assessment cost of $2000. Motion was made by

Kyle Cornish to have no further updates from the Orange Book until the current lawsuit is

settled. Motion seconded by Kathy Fink and passed unanimously.

Beautification:

• Beautification report as follows: Mr. Ben’s yard looks amazingly better. There are letters being

prepared for the property at 8870 Bob White as well as the property at 296 Thunderbird Dr. N.

It was requested by Kyle Cornish that we obtain a hard copy signed document from Ben’s

brother agreeing to pay down the bill for Ben’s yard cleanup.

Building Permits

• Building Permits report as follows: Leigh Cornish had no new requests. Two people have asked

questions and permit forms will be put on their doors. Multiple locations continue to make

renovations needing permits but do not apply for them.

Greeter

• Greeter report as follows: Janice Burchett visited new resident Erika Hahn at 929 Thunderbird

Dr. N. She provided a copy of the Quick Facts document.

Mowing & Grounds

• Mowing & Grounds report as follows: Kyle Cornish reported that the mowers have attempted to

cut but the grounds have been too wet.

Maintenance: Lakes & Dams:

• Lakes & Dams report as follows: Joel Bales has had a discussion with the owner of the car

parked at the Rain Cloud boat ramp for several weeks. Since it appears abandoned, if not moved,

it will be towed. Nathan Naramore reported that he has received a report from Keith Mills with

MS Fish and Wildlife, who has been monitoring our lakes off and on since 1980. There are too

many bass in every lake, and we need 25lb of bass fished out/discarded PER ACRE of all. We

need to replace the algae-eating carp. We need to stock fathead minnows. There were several

recommendations for multiple options of fish to stock and that report is attached to these

minutes. It is recommended to just purchase carp for now, since we can’t feed our way out of

this problem. If costs are below $500, Nathan can purchase without board vote. If we purchase

5 carp per acre, Thunderbird Lake alone is 66 acres, so 330 carp. The possibility of a Fishing

Rodeo was discussed to assist in fishing out the smaller bass. We can set up a Fishing Rodeo

Committee to enlist a community effort and participation as well as ask Love FD for assistance.

We can set gift card prizes, maybe have a fish fry – lots of thoughts.

Old Business:

Lawsuit update by President Ned Plunk. The chancery court clerk Amanda has filed our brief

with the appellate court. Mr. Jones now has his own time frame to respond, then both briefs/both

sides go to the appellate judges.

New Business:

Discussion of potential community-wide spring cleanup. We have two quotes for clubhousecleanup, (1) for $599.20 (grass cut, sticks picked up cracks and weeds trimmed around parking

lot for $560 + tax = $599.20. (2) flowerbeds for $300 (limestone rock) and leaves/limb cleanup

$450 = $750. (3) flowerbeds, range $250-$400 depending on size and whether pine straw or

limestone rock. Remove leaves/cut privet near playground and water plant $500 = $750-$900.

Question was raised about the possibility of selling BVL common property lots, perhaps auction

off as a fund raiser. We need a legal opinion on this one.

The motion was made and seconded to adjourn the meeting at 835pm and passed unanimously.
