BUENA VISTA LAKES MAINTENANCE ASSOCIATION, INC.

The Board of Directors of Buena Vista Lakes Maintenance Association met Monday, December 11, 2023 at 7pm at the clubhouse. The meeting was called to order by President Ned Plunk at 7:05pm.
A roll call of board members was requested. Members present included Ned Plunk, Ray Creswell, Kim Wood, Janice Burchett, Joel Bales, Erynn Patrick, Kathy Fink, Jackie Hodges, Erynn Patrick. Members absent included Vicki Moore, Caleb Hodges, Delynn Conlee, and Carly Hackett. Nathan Narramore resigned in November.
Association members present were: Ann Plunk, Krystle & Carl Parker., Kyle Jones, Carla Tartera
A Benevolence Fund collection was taken up. $72 taken in December and added to $825 from last month’s total for a grand current total of $897 (to be approved/edited by Vicky at January meeting) for use for any Association homeowner in need (groceries, bills, etc).
MINUTES: The Monthly Meeting minutes of November 6, 2023 were read (October 2023 annual minutes are reviewed/confirmed Oct 2024); motion by Kim to approve/accept the minutes, seconded by Ray. Motion passed unanimously and minutes were shared to the Keith Collins website by Ann on 12/12/23.
FINANCIAL REPORTS: The November Monthly Financial Statement from Keith Collins Company was reviewed. No comments or questions. The motion was made by Kim to accept the financials with no changes. The motion was seconded by Janice and passed unanimously. Brief discussion followed of the current delinquency recovery (one has cleared) and attorney fees (10 collection letters).
Finance
Finance report as follows: Ann Plunk reported we have $12k in checking account, $43k in lakes and dams, untouchable. BVL will be funded through EOY. Pending December expenses we may start 2024 with $9k checking account – at the end of 2022 we had a starting balance of $39k. The first major bill is due in January for insurance and we do not have the funds to cover. Ann and Vicki to follow up with Billy Jolly on liens and garnishments.
- Mentioned to sell BVL owned property to raise money for levees. Also mentioned to purchase foreclosure property and resell.
Neighborhood Watch
Kim Wood reported 68 extra patrols in addition to our regular patrols. Only one disturbance reported, all resolved amicably.
Recreation (Pool, Ball field & Playground)
No report
Clubhouse
Clubhouse report as follows: Kathy Fink reports 1 rental in November canceled. Three potential rentals in December. Kathy looking for storage unit payments in the financials – money is not going into the clubhouse looking for the 2nd $75 payment. Also need a new revised lease created for the storage building. Confirmed club house rental goes to $150 on Jan 1.
Orange Book
New Orange Book provided to Board for review/edits and open up a committee to start the revision process.
Beautification
No report but Ann Plunk mentioned two properties on North Thunderbird, tracking down owners.
Building Permits
No report.
Greeter
Janice sent out three letters – maybe after winter she will be making personal calls. One new property letter will be sent after Dec 8.
Mowing & Grounds
No report. No update from B&B but currently looking for three quotes / sourcing more mowing companies.
Maintenance: Lakes & Dams
Boat Ramp: currently sourcing quote for reused rip-rap rock. Spraying of docks postponed. Closure of the South Thunderbird spillway #4 the last one open on the Thunderbird Lake discussion Rain Cloud RR ties compromised, need to remove concrete, dredge, protect the peninsula going to the pier with rock. Ned suggested using Lakes & Dams money, but determined that the dams are more important than the boat ramp. Reported no assessment of #3 levee damage until lakes can be drained. Determined to take #4 spillway/launch access closure to the community (social post/front entrance) for awareness and input before closure. Also looking for common area boat access if we have to close the levee ramps.
Ladies Club
Low attendance at functions, looking to move meetings to the evenings to encourage more participation after losing three members recently. Selling t-shirts on-going. Ned suggested using the sign up front to sell t-shirts. Same officers elected for Ladies Club, Kathy still president. Leaving tree up after Christmas for another event. Next Ladies club event is in the spring.
Unfinished Business:
- No Update on Lawsuit waiting on appellate court
- Digital thermostat – electrician or HVAC person in BVL needed for install – suggested Tommy Garner. Looking also to get permanent dehumidifier. Ray Cresswell suggested Redeemers group to encase clubhouse crawlspace. Although it was decided to pause on repair until the special assessment, we need three quotes to understand what we need to complete remediation & repairs to include drain/gutters too. Asking Tommy Garner of BVL for assist with install.
- Wristbands – cost can be purchased by Ann if under $500. Do we need wristbands? Suggestion to print ID cards – use business cards/wallet cards, lanyards. Table until next January meeting. Kim Motioned, Ray 2nd, Unanimous approval.
- Pool table for sale, not a slate bed, regulation size. Accessories included. Post on HOA page (and all socials) for sale.
New Business:
- Appoint replacement for resigned board member Nathan – any nominations? Table until January meeting. Ray motion, Kim 2nd, Unanimous pass.
- Orange book committee: Social post to recruit property owners to help edit the orange book with the goal of keeping property values up & to maintain life, safety and welfare of residents. Erynn suggests Ray to spearhead. Ray volunteered for committee along with Carl Parker, Ned Plunk, Jason Patrick, Ann Plunk. Kyle Jones
- Clubhouse clean out – spearheaded by Janice/Ann/Kathy
The motion was made by Ray and seconded by Kim to adjourn the meeting at 9:30pm. Motion passed unanimously.
