2026 August Minutes

BUENA VISTA LAKES

MAINTENANCE ASSOCIATION, INC.

DATE: Monday August 3, 2026

The Board of Directors of Buena Vista Lakes Maintenance Association met at 7:00 pm at the clubhouse and was called to order by President Caleb Hodges, with an opening prayer.

A roll call of board members was requested. Members present included  Caleb Hodges (President, Mowing), ,  Joel Bales (Security), Teri Rowell (Finance & OB), Carla Tartera (Beautification, Acting Secretary), Sommer Allbright (Rec), Ann Plunk (Greeter), Donna Clayton (Clubhouse), Charles Camarato by phone (Building and Permits).   Absent Kevin Cooper (Lakes & Dams, Resigned). Property Owners in attendance: Fink, Frost (Guest), Burchett, Roberson, N Plunk, Creswell, Powell, Miller, Finney,  Guest in attendance: Frost on behalf of her mom.

Benevolence Collection was done.  New Total:  $993 ($55 collected)

MINUTES:  The Minutes of the Monthly Meeting Minutes of July approved.  Teri motion to accept, Sommer 2nd. Unanimous. Caleb reminds everyone that cordial communications are expected between all directors and residents.

FINANCE: The Monthly Financial Statement of June via EZR management company was discussed.  Teri motioned to accept the Finance report, Ann 2nd. Unanimous.  Directors responsible for checking monthly financial reports via EZR portal.  Homeowners have access to the monthly financials via the EZR portal.  1. Ending Bank Account Balances as of 6/30/26: a. $50,984.76 Operating Account. (Remember we have one half of the year’s routine expenses to pay, and other expenses due in January and March, 2027.) b. $44,486.10 Money Market Account. (Still trying to get EZR to move $9,951.02 from the Money Market Account to the Operating Account for the Green Duck fence.) 2. Collections total as of 6/30/26 is $38,567.33: a. $25,593.65 for 2025 plus $376.50 accrued late fees. b. $12,136.48 for 2026 plus $623.90 accrued late fees. c. $35.00 bank service fee showing in collections, which has accrued to the homeowner’s account but just not paid yet, showing still to be collected. 38,567.33 d. $1,600.68 overpayments (called prepaid payments), generally for the 2023 Special Assessments erroneously billed. This appears as a credit toward the total owed. e. Sheena at EZR has asked if we want to turn over to Excela the 2025 outstanding fees with judgements (existing prior to EZR taking over collections). This will be the $400.00 fee to accrue to homeowner accounts, but Excela has a way of tracking down where people work, bank accounts, etc. in order to collect. Teri motion to turn over all the judgement collections to EZR for azella collections.  Ann 2nd.  Carla asked what happens when we move away from EZR.  No answer.  5 YAY. 1 Abstain. 3. We have not received EZR’s recommended 2027 Budget but we still  need 2 people to assist with the “self-audit” discussed at the last meeting, due to the high cost of a CPA audit, prior to the annual meeting to present to the membership. We had discussed doing a line-by-line comparison with the bank statements – Donna and Ann volunteered.   Teri presented a proposed budget created from income and actual to-date expenses in each category – included a proposed budget for Security for new cameras perhaps. Additionally, on legal fees, included a larger amount than has been spent this year, due to EZR’s collection methods, but in case we want or need to file suit to obtain judgements on which we would need to advance the attorney fees/court costs. Orange Book says the proposed budget is to be included with the annual meeting notice. Group discussion, contingency fund mentioned and raising money for specific projects like ladies’ club’s ability to handle additional landscaping responsibilities. All directors agree to present the budget to the membership for approval and discuss any necessary adjustments at the annual meeting.

Logs around Thunderbird North – tree fell and never was properly cleaned – plus xfinity wires tied to tree need to be relocated/fixed. Ann is working on the guard shack with Charles/Entergy, and that meter will be attached to our clubhouse bill. Orange Book

Counting the ballots on Wednesday 3p.

1. Amendment to Protective Covenants: Thank you to all who have given their time and efforts to collect ballots. The ballots will be counting by a team this week. In the event the Amendment does not pass, I have a contingency plan discussed below. 2. After a couple of Board meetings going over the Notice of Annual Meeting with Proxy Form, and proposed Ballot for Amended and Restated By-Laws, the finalized copies were emailed to Directors. We need to try and do the mail-out (to include budget) in August, even though that is more than a 30-day notice, so people have time to review the proposed changes to By-Laws.

Beautification

84 total open  violations, 5 have been closed since last month.  EZR will send letters to BVL for pre-approval prior to mailing. All directors can see the violations on app – directors can also report violations via app. BVL requesting only 2nd + notices to be mailed.  Next ride around should be this month, asking them to focus on properties with violations as many can be closed. Abandoned property 636 WG turned over to county, 1018 TBS turned over to environmental services, 608 TBN turned over to county 2x Feb 9 & June 26. Properties are not necessarily considered abandoned based solely on appearance or tall grass – please DO NOT MOW abandoned or vacant properties – if the county sees any sort of maintenance in process, they will not take action.

Building Permits

No Report

Welcome Committee / Greeter

Ann reports that since the committee has been inactive she will go back and retroactively welcome anyone who we’ve missed.

Mowing & Grounds

New Green Duck rope fence will be an additional expense added $60 to mowing costs, covered under the current mowing budget. Joel says mowing on levees is too short. Levees will be skipped if it rains or if super dry conditions.   Quotes provided by EZR and others for Tree removal, Joel suggest a volunteer day. Logs around Thunderbird North – tree fell and never was properly cleaned.  No action.

Maintenance: Lakes & Dams:

Both condemned fishing piers have been removed and hauled away, total $1900 (Original email vote, 6/19 – 7 yes, 2 no). Due to a tree that has fallen into Spillway #1, delayed the planned vegetation removal until the tree is removed and responsibility for that task has been determined. Joel had planned to organize a community volunteer initiative to assist with the removal; however, that effort has not yet materialized.  Because of the lack of community interest in the proposed golf course project, I have elected to discontinue pursuing that initiative. Tommy Garner removed the abandoned boat near Black Panther Cove. My sincere appreciation goes to Tommy for his willingness to take on this task for the benefit of our community. Effective immediately, I hereby resign my position as Lakes and Dams Director.   Joel mentions the vegetation removal to seal the cracks as soon as possible, and we do not have a motion to complete the work but since there is a tree in the way, we have not started and Joel will quote to get work done.  Joel suggests that we move the vegetation removal to the back burner due to incomplete quotes on sealing that must follow. Joel motion that we rescind the previous vote and quote and work, Teri 2nd. Unanimous. (Original email vote, 7/14 – 5 yes, 3 no). Joel to make Kevin aware and  use the quote to tell him that we are stopping to rescind.

Ladies Club:

Chili cookoff Sept 19.

Unfinished Business (15 – 20 min)

  1. Resident (8785 GD +328 TBN) businesses in BVL (JB/CT) – turned over via email 2/9, 5/8, 6/13 – update provided by Carla that the onus is on residents to provide documentation of nuisance activities and the county will investigate. The county advised that many activities at private residences—including construction equipment, RV parking, and some vehicle-related activity—are difficult to enforce against when they occur on paved/gravel surfaces and are represented as personal use. The HOA may need documented evidence of commercial activity, such as customer traffic, commercial deliveries, business signage, or other clear indicators. Residents may also operate qualifying home occupations if they comply with applicable restrictions. If the HOA wants stricter standards than the county currently enforces, those requirements may need to be addressed through the HOA’s covenants or rules.
  2. Wifi meeting regulations, Clubhouse rental charges
  3. Non-property owner or guest Youtuber restrictions will be added to standing rules – Teri Motion, Ann 2nd Unanimous – Caleb to update website  with new rule. “To help protect the privacy, security, and exclusive nature of our community, members and their guests are asked not to publicly identify, geotag, or share the Association’s location, fishing areas, amenities, or other identifiable features on social media, fishing apps, video platforms, or similar online services. Non-member filming, livestreaming, or creating monetized or promotional content on Association property without prior Board approval is prohibited. Members are responsible for ensuring their guests follow this policy, and violations may result in the suspension of guest privileges or other enforcement actions authorized by the Association’s governing documents. This policy is intended to protect member privacy, community security, and the peaceful enjoyment of the property—not to restrict members from sharing personal memories or photos with family and friends.”
  4. EZR review – contract auto renews April 1  meeting attendance, inspections, budget assist, address corrections.

New Business (20 minutes)

  1. No community concerns
  2. The Fourth of July fundraiser raised $9,625.70.  A small balance left will be used for 2027. Also discussed a new events committee to fall under the publicity committee in Article X, Section 1.
