BUENA VISTA LAKES
MAINTENANCE ASSOCIATION, INC.
DATE: Monday July 6, 2026
The Board of Directors of Buena Vista Lakes Maintenance Association met at 7:00 pm at the clubhouse and was called to order by President Caleb Hodges, with an opening prayer..
A roll call of board members was requested. Members present included Caleb Hodges (President, Mowing), Kevin Cooper (L&D), Charles Camarato (Permits) by phone repped by Nick Camarato in person, Teri Rowell (Finance & OB), Carla Tartera (Beautification, Acting Secretary), Sommer Allbright (Rec), Ann Plunk (Greeter), Donna Clayton (Clubhouse), Joel Bales by phone (Neighborhood Watch).
Property Owners in attendance: McCristian, Pethtel, Stewart, Fink. Guest in attendance: Louviere (guest)
Benevolence Collection was done. New Total: $938 ($9 collected)
MINUTES: The Minutes of the Monthly Meeting Minutes of June approved. Kevin motion to accept, Carla 2nd. Unanimous. Caleb reminds everyone that cordial communications are expected between all directors and residents.
FINANCE: The Monthly Financial Statement of May via EZR management company was discussed. Teri motioned to accept the Finance report, Ann 2nd. Unanimous. Directors responsible for checking monthly financial reports via EZR portal. Homeowners have access to the monthly financials via the EZR portal. 1. Ending Bank Account Balances as of 5/31/26 a. $59,580.01 Operating Account. (Remember we have one half of the year’s routine expenses to pay, and other expenses due in January and March, 2027.) b. $44,481.71 Money Market Account 2. Collections total as of 5/31/26 is: a. $25,843.65 for 2025 (including large balances from before 4/1/25 where the Hernando Attorney got judgements, as reported last month, and it was discussed about executing on the judgements). b. $15,411.48 for 2026. This is lower than it has been in a long time for the current year, and this early in the year. I did find that before accounts go to collections where the $400.00 fee posts to a Member’s account, they do receive a 10-day notice from EZR. 3. $35.00 bank service fee showing in collections, and I have again asked EZR to move that expense to the appropriate account holder’s account. 4. I have been told that EZR will get their recommended budget to me by 7.10/26, so we will need to agree upon a budget at the August meeting. In looking at the 2027 proposed budget (my own figures), it appears that we are saving a lot of money in the “Dues/Operating Expenses” category due to much lower legal expenses we are having to front because of EZR’s system of collections (not to mention bringing down the outstanding balances since they took over). Preliminarily, I am going to put a budget for Security into the Dues/Operating Expenses. We will see what EZR comes up with. 5. In order to clarify a misunderstanding as to Directors buying into the statement about the Lakes & Dams “$3,000.00 budget” not even being spent, I wanted to make these points. (a) The 2026 Budget was never approved by the Membership, so there is no set budget for any category and spending has been totally discretionary in 2026, or if we go by the supposition that we operating on the last Member-approved budget which would have been in 2024 for 2025, I believe the Lakes & Dams Budget at that time was zero. (b) Additionally, to say that the $3,000.00 “has not been spent” when we did spend $9,852.00 from the Money Market Account on the Green Duck fence (plus about $2,000.00 dock removal expense) is really not accurate. In all reality, the “$3,000.00 budget” has been way over spent. (c) Regarding the remaining balance in the money market account, I reiterate that we do not need to spend those funds except for structural and emergency and truly needed items which is what the monies were collected for, not for cosmetic items. As you all know from the FannieMae regulations changing on August 1, lenders will be looking at the “reserves” for HOA’s before they approve/guarantee mortgage loans. So this issue is of importance, more than many may understand.
Suggest audit conducted by directors, self audit. Ann & Donna volunteer. Teri to proceed on garnishments for anything that is in judgment.
Cash Card for BVL discussion – put in Sommer’s name because pool is the biggest expense at the moment. Ann motion that we do a cash card for BVL in the amount of $1000 for pool maintenance & expenses in Sommer name, Donna 2nd. Unanimous.
Neighborhood Watch
4 Neighborhood checks
22 Extra Patrols
Most of the music complaints appear to be related and were coming from government property and were not accessible by the deputies in vehicles.
Black Hawk/Green Duck – Loud music complaint
Green Duck/ Black Hawk – Wildlife complaint- deceased goose in roadway
Howling Fox – Music complaint x2
Thunderbird Dr S/Thunderbird Dr N – Music complaint x2
Thunderbird Dr N/Thunderbird Dr E – Music complaint on ATV
Thunderbird Dr N – Reckless driving – Two vehicles racing in the neighborhood
Thunderbird Dr S/Green Duck – Harassment not neighbor related
Thunderbird Dr S/Black Hawk- Trespassing. Neighbor was trespassed from the property
Thunderbird Dr/ Hwy 51- Reckless driver
Thunderbird Dr N – Suspicious person
Discussed issues with Entergy and guard shack meter box, we’re unable to find a meter number or when it was billed to us – we have not had a 2nd meter billed to us – Entergy is requiring the meter number which we do not have – new boxes, new junction is installed. The board needs to create a new account for installation, moving initiative to Neighborhood Watch/Security.
Teri motion that we ask for additional stop signs to Bob White and TB North a 3-way stop, Ann 2nd. Unanimous. Donna to contact the sheriff department, as per convo with Tuggle – the county has so far not accommodated our request for traffic study, but did come paint a big white stripe.
Recreation (Pool, Ballfield & Playground):
Sommer to edit pool signs and send them off for printing. Pool vacuum vote approved via 5/21 email, 6 yes votes. Ladies Club is donating a picnic table for installation before 4th of July. Playground equipment needs a good clean due to aging and rust (big swing set) but it still needs inspection. The ladies club is working with Sommer to provide toddler equipment.
Clubhouse
Donna updated on current rentals and ongoing projects. Mouse hole will be closed off, plus critter hole under clubhouse will be mended. Split units and dehumidifiers discussed along with the budget. More updates will be provided in August meeting. No rentals in June, one rental in July and one in August, so far.
Orange Book
Notary for lot 102 & 103 needed.
We still need to reach out and publicize and push to get all ballots returned for the Amendment to Protective Covenants.
2. Notice of Annual Meeting with Proxy Form, and proposed Ballot for Amended and Restated By-Laws has been emailed to Directors. We did agree that each By-Law or Section should be voted upon separately, however, just pointing out
that is going to be time consuming to count votes and will not be able to be accomplished the night of the Annual Meeting probably. So we will need a vote-counting committee to count votes for the By-Laws after the Annual Meeting. We
will also need a vote-counting committee to unseal and count ballots for the Amendment to Protective Covenants soon after the August Directors Meeting. Depending upon the results, the proposed Amended By-Laws will change. Mail
out for Annual Meeting should be finalized at the August meeting. Need list of any proposed Directors (will need the entire Board to be elected), as well as the final proposed 2027 Budget, to go in the mail-out. We need to have mailed out no later than 30 days before the Annual Meeting; however, the sooner the better so people have time to read/compare the By-Laws to be voted upon. 3. I have only received 1 Director’s budget request; however, I have also been looking at the Monthly EZR Financial Reports to sort of see spending for each department. EZR is to have its recommended budget to me by 7/10/26. 4. We can set another date for the Q & A meeting for the Amendment to Protective Covenants, perhaps on July 23. 5. Ballots for 83 lots have been turned in so far. 5 of the envelopes just say “ballot” with no name or lot number, so could be for more than 1 lot, but I just counted them as 1 each for now.
Discussion regarding EZR services we are not receiving, like meeting attendance – we did not receive 2025 budget assistance, the additional items they are providing are mail outs for inspections – which they did not start until October even though our contract was signed in Feb.
2024 Oyler levee damage was rescinded for refusal to pay, and claim that damage was self-repaired. Teri asked EZR to remove it from the account. BVL will absorb the cost to repair despite the owner admitting on facebook to causing the damage.
Beautification
84 total open violations, 5 have been closed since last month. EZR will send letters to BVL for pre-approval prior to mailing. All directors can see the violations on app – directors can also report violations via app. BVL requesting only 2nd + notices to be mailed. Next ride around should be this month, asking them to focus on properties with violations as many can be closed. County debris pick up was scheduled for 6/12, Abandoned property 636 WG turned over to county, 608 TBN turned over to county 2x Feb 9 & June 26.
Building Permits
NIck reported on behalf of Charles. 1161 TBS Fence approved 6/24 via email – 6 yes, 977 TNB Fence approved 6/24 via email – 6 yes, 638 BH Shed approved 7/2 via email – 6 yes
Welcome Committee / Greeter
Ann reports that since the committee has been inactive she will go back and retroactively welcome anyone who we’ve missed.
Mowing & Grounds
New Green Duck rope fence will be an additional expense added $60 to mowing costs, covered under the current mowing budget. Joel says mowing on levees is too short. Levees will be skipped if it rains or if super dry conditions.
Maintenance: Lakes & Dams:
The Green Duck Levee Project is now complete, Argo billed $4926.25 . Kevin will be installing reflectors on each post, which was an item I overlooked during the initial project estimate. The erosion previously reported on the Greenduck Levee has been repaired. Using fill dirt from the recent fence project, Keyla and I restored the rutted areas. The silt fence will remain in place temporarily to help protect the repaired area until the grass is fully established. Dilapidated boat removal will be handled by Garner, volunteer vs $1k charge to property owner, who now does not claim the boat. 1. Dock Removal – Black Panther Cove & Green Duck Boat Ramp complete ($1900 pass 6/19 email 7 yes, 2 no) 2. Spillway Maintenance & Vegetation Control – Kevin motioned that we spend $4900 from money market on vegetation removal for all 4 dams. Caleb and Joel request documents to determine scope of work. Kevin to get itemized detail. Teri suggest that we check with former clients to check work. On hold for detailed quotes. 3. Green Duck Boat Ramp Improvements – Once the new dock is completed, I plan to have several loads of gravel delivered and use a skid steer to repair and level the deep ruts leading to the boat ramp. This will greatly improve access for residents launching and retrieving their boats.
Ladies Club:
Fourth complete. Special thanks to Clayton’s for spearheading and coordinating the events. Next event is in September. Thank you to V. Benjamin for the picnic table.
